Mumbai, Sep 21 (SocialNews.XYZ) Chief Minister Devendra Fadnavis on Monday directed officials to create country-specific ‘Skill Passports,’ update curricula across Industrial Training Institutes (ITIs) and training centres, and establish safe recruitment mechanisms for overseas jobs under Maharashtra’s Global Workforce Mobility Policy.
He said Maharashtra is empowering youth for international employment through skills and language training tailored to global workplace requirements.
Fadnavis issued these instructions while speaking at a one-day international conference on labour mobility jointly organised by the Maharashtra Institution for Transformation (MITRA), the Protocol Department, the Department of Skills, Employment, Entrepreneurship & Innovation, and the Maharashtra Agency for Holistic International Mobility and Advancement (MAHIMA).
The Chief Minister noted that shifting global demographics and ageing populations in developed nations have boosted demand for skilled workers. Aligning India’s youth potential with global demand will strengthen the concept of “Circular Mobility of Talent,” with Maharashtra playing a key role.
India has signed labour mobility agreements with 28 countries, where demand is strong for professionals in engineering, healthcare, construction and technical fields.
Citing the World Economic Forum’s Future of Jobs Report 2025, Fadnavis said nearly 170 million new jobs will be created globally by 2030, while 92 million jobs will be displaced. Maharashtra, he added, is positioned to lead in international workforce mobility.
Departments have been directed to leverage recruitment agency experience to inform training institutes about foreign workforce needs, adopt blended digital and practical training, set timelines and baseline tests for online language courses, and use digital translation tools.
The policy framework prioritises skill development, demand-aligned training, language instruction, certification, documentation assistance and pre-departure orientation. The government will also focus on re-integrating skilled professionals returning from abroad with domestic industries.
To streamline overseas employment and overcome language barriers, a Memorandum of Understanding (MoU) was signed between Digital India Bhashini, MITRA and MAHIMA. This initiative will provide free training in foreign and industry-specific languages using translation technology, benefiting ITI and polytechnic students.
Protocol Minister Jaykumar Rawal said international labour mobility is not just workforce migration but an economic partnership connecting skills, investment, diaspora and global markets. By coordinating with foreign consulates, industries, universities and skill institutions, Maharashtra’s talent will be linked to global opportunities.
Skills Minister Mangal Prabhat Lodha added that along with professional training, the government is committed to helping students adapt to foreign cultures. Workers heading overseas will also act as ambassadors, strengthening ties between Maharashtra and host nations.
