H.E. Dr. Fateh Boutbig, President of the Pan-African Parliament, met with H.E. Ms. Valentina Matviyenko, Chairperson of the Federation Council of the Federal Assembly of the Russian Federation, in Moscow on Wednesday, 28 October 2026, on the sidelines of the Third Russia–Africa Summit. Their discussions focused on strengthening parliamentary relations and establishing a framework for sustained institutional cooperation.
The two leaders exchanged views on the longstanding ties between Russia and Africa and the contribution of parliamentary diplomacy to the broader partnership. They emphasised the importance of regular dialogue and coordination on shared political, economic and development priorities.
Dr. Boutbig proposed the preparation of a Memorandum of Understanding between the two parliamentary institutions to translate these shared interests into practical cooperation. The proposed agreement would provide for regular consultations, exchanges of delegations and expertise, and closer engagement between specialised parliamentary committees.
The President also called for parliamentary cooperation to feature among the priorities of the Russia–Africa Partnership Action Plan for 2027–2029. Building on the outcomes of the 2023 St. Petersburg Summit, he highlighted the need for initiatives that deliver tangible results and ensure that parliamentary institutions contribute to the implementation of agreed commitments.
Discussions also covered peace and security in Africa, the peaceful resolution of conflicts and sustainable development under the African Union’s Agenda 2063. The leaders addressed the reform of global governance institutions, particularly the United Nations Security Council, to secure fair and equitable representation for Africa and strengthen its voice in international decision-making.
Reflecting on relations between Algeria and Russia, H.E. Dr. Boutbig commended the strategic partnership between the two countries.
Dr. Boutbig extended an official invitation to Ms. Matviyenko to visit the Pan-African Parliament’s headquarters in Midrand, South Africa. The proposed visit would provide an opportunity to continue consultations and advance cooperation between the two institutions.
The meeting forms part of the Pan-African Parliament Presidency’s efforts during the Seventh Legislature to broaden international partnerships and strengthen parliamentary engagement in support of Africa’s priorities for peace, development and prosperity.
