New Delhi, Aug 12 (SocialNews.XYZ) As the Central government's resolution to refer the Foreign Contribution (Regulation) Amendment Bill, 2026, to a Joint Parliamentary Committee (JPC) was accepted by the Lok Sabha amid massive uproar from Opposition members, Congress MP K.C. Venugopal on Wednesday said that instead of bulldozing the FCRA Bill amid the din, the government was sending it to the JPC.
Interacting with reporters outside Parliament, Venugopal said, "This Bill has been brought at the last minute. The session is going to end tomorrow. Today, at 12 noon, we received a message from the Lok Sabha Secretariat that (Home Minister) Amit Shah would move this Bill. However, Amit Shah is also absent today. The Minister of State moved the resolution to send it to the JPC. Instead of bulldozing the Bill amid the din, they are sending it to the JPC."
"Our demand is that the Bill should be withdrawn. So, what is the purpose of passing this Bill? On one hand, the RSS is receiving donations from all over the world through registration, while on the other hand, you are targeting minorities and organisations doing good work in the fields of health and education. This is not acceptable."
The Central government's resolution to refer the Foreign Contribution (Regulation) Amendment Bill, 2026, to a Joint Parliamentary Committee (JPC) was accepted by the Lok Sabha on Wednesday amid massive uproar by the Opposition members.
The JPC will consist of 21 MPs from the Lok Sabha and 10 Rajya Sabha members.
"The Committee shall make a report to this House by the last day of the first week of the Winter Session 2026; that in other respect, the Rules of Procedure and Conduct of Business of this House relating to Parliamentary Committees shall apply with such variations and modifications as the Speaker may make; and that this House recommends to Rajya Sabha that Rajya Sabha do join the said Joint Committee and communicate to this House names of the Members to be appointed by Rajya Sabha to the Joint Committee," the resolution, as listed in the supplementary list of business, read.
Union Minister of State for Home Affairs Nityanand Rai moved the motion to refer the Foreign Contribution (Regulation) Amendment Bill, 2026, to a JPC.
