Mumbai, Aug 3 (SocialNews.XYZ) The Maharashtra government has mandated five major process re‑engineering reforms across all administrative departments to eliminate physical office visits, drastically cut approval layers and accelerate public service delivery.
Issued through a Government Resolution (GR) by the state planning department on Monday, the Government Process Re‑engineering (GPR) initiative seeks to make government welfare schemes and daily administrative services transparent, accessible and digital‑first.
According to the GR, departments must rely exclusively on online verification and digital validation systems so citizens no longer need to visit government offices. Forms will be simplified by auto‑fetching citizen data directly from established databases such as Aadhaar and Maha‑Samanvay.
Physical document submissions are phased out where digital records exist. Departments will utilise DigiLocker and API interoperability, relying heavily on self‑declarations.
The GR further said that decision‑making chains are restricted to a maximum of three administrative tiers, with strictly defined roles at every step to eliminate bureaucratic delays.
Processing times will be compressed through expanded tech integration, backed by updated statutory timelines under the Right to Services (RTS) Act.
A state‑level GPR Approval Committee chaired by the Chief Secretary will oversee the transition. The committee is tasked with evaluating department‑wise proposals, validating digital workflows, approving revised application forms and sanctioning streamlined approval structures.
For operational updates that do not require legislative amendments or high‑level policy changes, administrative department secretaries are authorised to issue procedural orders directly.
State IT enterprise MahaIT has been assigned priority execution to modify government portals and build out the required digital infrastructure.
Earlier, Chief Minister Devendra Fadnavis outlined and executed a series of administrative reforms centred on a “Zero Bureaucracy” model, process re‑engineering and structural restructuring of government departments to ensure faster decision‑making and direct public service delivery.
In a major administrative overhaul, the state cabinet approved the reorganisation of the state secretariat, expanding the number of administrative departments from 33 to 45 without creating new posts.
CM Fadnavis emphasised that administrative efficiency relies on simplifying processes rather than expanding office hierarchies.
He advocated that government departments operate like startups to foster innovation, agility and speed.
