Mumbai, July 15 (SocialNews.XYZ) In a bid to streamline Maharashtra's public procurement system, Chief Minister Devendra Fadnavis on Wednesday announced the setting up of a high-level committee. The committee will recommend comprehensive reforms aimed at improving efficiency, transparency, quality, innovation and accountability across all government tenders and purchasing processes.
The Chief Minister made the announcement during a high-level meeting on the state's public procurement policy.
CM Fadnavis highlighted that consensus has been reached on several recommendations submitted by different government departments.
“There is an urgent need to formalise this process. The newly constituted committee will thoroughly review current government tendering rules and propose vital updates. Following this, Government Resolutions (GRs) will be issued based on the revised guidelines,” he said.
Addressing the administrative aspect of procurement, the CM pointed out that during audits conducted by the Comptroller and Auditor General (CAG), maximum importance is placed on whether administrative decisions align with established policies and regulations. Therefore, he stressed, every administrative decision must be backed by a clear, transparent policy.
The Chief Minister outlined several core directives to reshape the future of public procurement in Maharashtra. The revised tendering process must provide a level playing field for domestic Indian industries, startups and budding entrepreneurs.
Rather than focusing solely on prior experience and financial turnover, the evaluation process should prioritise technical capability, innovation, skilled workforce, quality execution and outcome-based performance. Instead of relying blindly on the traditional L-1 (lowest bidder) model, the state will aggressively implement the Quality and Cost Based Selection (QCBS) method to strike a healthy balance between cost and quality. Additionally, decisions must consider the life-cycle cost of a project rather than just the initial setup cost, said the CM.
To prevent the concentration of major government works in the hands of a few select contractors, the MahaTender portal will undergo technical upgrades. Data from various departments will be integrated, allowing a single dashboard to display all active projects held by a contractor across different departments, he mentioned.
The Chief Minister emphasised the need to build robust contract management systems. This includes the effective implementation of Service Level Agreements (SLAs), stronger risk management, continuous project monitoring and well-designed initial agreements to drastically reduce arbitration and legal disputes. Rather than cluttering tenders with overly restrictive technical conditions, the government intends to clearly state its expected outcomes. This approach is expected to encourage private players to propose innovative, modern and tech-driven solutions, thereby driving research and development, he added.
The Chief Minister noted that the government must be willing to take calculated risks to encourage local industries and startups. He urged officials to study and adopt international best practices in infrastructure procurement. Specifically, he called for a detailed study of the procurement experiences of the Nagpur, Pune and Nashik Metro projects to apply lessons on cost reduction, quality enhancement and life-cycle cost assessment to future mega-projects.
“Implementing these reforms will make our public procurement process highly transparent, competitive, quality-focused and innovative. Ultimately, this will unlock massive opportunities for local businesses and startups, while rapidly accelerating the state's infrastructure development,” he added.
