New Delhi, April 15 (SocialNews.XYZ) The Delhi High Court has expressed strong displeasure over the delay by the Delhi government in constituting the Grievance Redressal and Dispute Resolution Committee for street vendors, terming the delay “tardy and inefficient” and directing that the exercise be completed within three weeks.
In an order passed last week, a single-judge Bench of Justice Sachin Datta observed that the committee had still not been constituted even though the Delhi High Court had directed its formation nearly two years ago in its judgment dated April 25, 2024.
“It is unfortunate that the GNCTD (Government of National Capital Territory of Delhi) has not been able to constitute the Grievance Redressal and Dispute Resolution Committee for such an inordinate period of time and that too despite directions contained in the judgment/order dated 25.04.2024,” the order said.
The Delhi High Court further said it was “constrained to express its dismay at the tardy and inefficient manner in which the GNCTD has proceeded in the matter”.
During the hearing of the contempt petition, Joint Secretary in the Urban Development Department Rajesh Chaudhary, who joined proceedings virtually, informed Justice Datta that the proposal for the constitution of the committee — first initiated on September 22, 2025 — had been returned from the office of the Urban Development Minister on March 23, 2026.
He submitted that a fresh proposal, after addressing the observations raised, had been resubmitted to the competent authority on March 25, 2026.
Taking note of the submission, the Delhi High Court directed the city government to complete the appointment process within three weeks. “
It is hoped and expected that the GNCTD would act with greater efficiency and make the necessary appointment expeditiously. Let the same be done latest within a period of three weeks from today,” the order said.
The Delhi High Court warned that if the directions are not complied with, the Secretary, Department of Urban Development, would have to join the proceedings virtually on the next date of hearing.
The matter has been posted for further hearing on May 12.
Earlier, on February 2, the Delhi High Court had granted six weeks to the city government to constitute the committee after it assured that expeditious steps would be taken.
