Panamanian Dictator Manuel Noriega surrendered to U.S. troops in January 1990 and was brought to Miami, Florida, to face drug trafficking and other charges. Noriega was taken into U.S. custody from the Vatican embassy in Panama City, Panama, nearly a month after President George H.W. Bush ordered the U.S. military into the country.
