The release of the preliminary report comes the same day Transportation Secretary Pete Buttigieg is visiting the town to meet with local leaders, residents and tour the site of the derailment that led to a release of toxic chemicals into the surrounding area. Buttigieg will also receive an update on the NTSB's investigation.
