K'taka Legislative Council: BJP, JD wrestle with Cong to occupy chair

Bengaluru, Dec 15 (SocialNews.XYZ) Chaos prevailed in the Karnataka Legislative Council when Deputy Chairman S.L. Dharme Gowda occupied the chair even before the house bell stopped ringing on Tuesday. Angered over this, the Congress members tried to drag him off his chair in unprecedented scenes in a one-day sitting of the state's upper house.

As the house was witnessing unruly scenes, Chairperson K. Prathapachandra Shetty later came and adjourned the session sine die again without taking up any business on Tuesday, though the agenda had listed several discussions including passage of the Bill for banning cow slaughter.

 

As the house bell rang, Deputy Chairman Gowda of the Janata Dal (S), occupied the chair and closed the entrance to prevent the Chairman entering the house as a result of which pandemonium broke out with Congress members pushing Gowda from his seat while BJP leaders tried to ensure he remained seated on the chair.

The ruling BJP had reconvened a day-long legislature session of the Council, after it was adjourned sine die on December 11. Angry over this, the ruling BJP had knocked the doors of Raj Bhavan.

After getting tacit support from the JD(S), the ruling BJP wanted Shetty, a Congress leader, removed as chairperson and had called for the brief session.

The BJP wanted a no-confidence motion against Shetty, who had adjourned the house ahead of schedule last week, before the controversial Karnataka Prevention of Cow Slaughter and Cattle Preservation Bill could come up.

The winter session of the Karnataka legislature was originally scheduled between December 7 and 15 but truncated later till December 11 in the Assembly.

Earlier last week, the Bill's passing in the Assembly was accompanied by complete chaos as the B.S. Yediyurappa government pushed it through in the absence of the opposition, which walked out in protest.

In the legislative council, the combined number of the Congress and JDS members is more than the BJP. The opposition parties have made it clear they will not support the government over the cow protection Bill. The Bill was not tabled.

On Chief Minister Yediyurappa's demand, the Legislative Council was called again after it was adjourned.

The new cow slaughter ban Bill - which replaces legislation from 1964 that also prohibited the slaughter of cows - has been red-flagged for both tougher punishments and provisions that many are calling "undemocratic".
