Ghaziabad, April 18 (IANS) Uttar Pradesh Inspector General of Police Amitabh Thakur on Tuesday said the state government was working to sensitise the police force on major constitutional acts, which are being ignored by the police.

In a press conference here, Thakur said the Cow Slaughter Act 1965, Criminal Law Amendment Act 2012 and Gangster Act are being taken by the police department very casually.

 

The investigators submit their reports in a very short summary while the police officers now are being asked to submit their chargesheet report in detail so that accountability can be fixed on erring persons whosoever it may be -- the complainant or the accused, he said.

Thakur said that during Samajwadi Party government a rape case was filed against him. But the police closed the case in a single page summary, when the investigating officer should have highlighted the facts and the basis on which he closed the case. By an elaborated brief, the complainant could have been booked under sections 182 and 211 of CrPC for misleading the police as provided under law.

"In the same manner, if a person is booked under Gangster Act for three times, he is liable to be externed from the district. But there are cases the person is being booked over a dozen times but no further action is initiated," the IG added.

Similarly, under clause (3) of Cow Slaughter Act 1965, the guilty person is liable to a seven-year jail term for even transporting the animal for slaughter if proved in the court of law. But after filing the report the police is not sensitised to do work in detail, he said.

Thakur further said that there is a provision of immediate medical examination of a rape victim under Criminal Law Amendment Act 2012 but the victim is very rarely examined medically within a stipulated time. So after assumption of charge the new government had ordered that the police be sensitised in this regard.

He inspected two police stations -- at Kavi Nagar and Sihani Gate -- to sensitise officials in these stations.

The IG stressed that the Justice J.S. Verma Committee report should be implemented with immediate effect so that the police is free from political influence.
