About the case

Elections are a crucial part of democracy. On January 6, 2021, during the counting of the 2020 electoral votes, a mob forcibly entered the Capitol Building in Washington, D.C. This violence threatened the constitutional process. Five people died and many more were injured during the violence. During these events, then-President Donald Trump posted two pieces of content.

At 4:21 pm Eastern Standard Time, as the riot continued, Mr. Trump posted a video on Facebook and Instagram:

We have to have peace. We have to have law and order. We have to respect our great people in law and order. We don’t want anybody hurt. It’s a very tough period of time. There’s never been a time like this where such a thing happened, where they could take it away from all of us, from me, from you, from our country. This was a fraudulent election, but we can't play into the hands of these people. We have to have peace. So go home. We love you. You're very special. You've seen what happens. You see the way others are treated that are so bad and so evil. I know how you feel. But go home and go home in peace.

At 5:41 pm Eastern Standard Time, Facebook removed this post for violating its Community Standard on Dangerous Individuals and Organizations.

At 6:07 pm Eastern Standard Time, as police were securing the Capitol, Mr. Trump posted a written statement on Facebook:

These are the things and events that happen when a sacred landslide election victory is so unceremoniously viciously stripped away from great patriots who have been badly unfairly treated for so long. Go home with love in peace. Remember this day forever!

At 6:15 pm Eastern Standard Time, Facebook removed this post for violating its Community Standard on Dangerous Individuals and Organizations. It also blocked Mr. Trump from posting on Facebook or Instagram for 24 hours.

On January 7, after further reviewing Mr. Trump’s posts, his recent communications off Facebook, and additional information about the severity of the violence at the Capitol, Facebook extended the block “indefinitely and for at least the next two weeks until the peaceful transition of power is complete.”

On January 20, with the inauguration of President Joe Biden, Mr. Trump ceased to be the president of the United States.

On January 21, Facebook announced it had referred this case to the Board. Facebook asked whether it correctly decided on January 7 to prohibit Mr. Trump’s access to posting content on Facebook and Instagram for an indefinite amount of time. The company also requested recommendations about suspensions when the user is a political leader.

In addition to the two posts on January 6, Facebook previously found five violations of its Community Standards in organic content posted on the Donald J. Trump Facebook page, three of which were within the last year. While the five violating posts were removed, no account-level sanctions were applied.

Key findings

The Board found that the two posts by Mr. Trump on January 6 severely violated Facebook’s Community Standards and Instagram’s Community Guidelines. “We love you. You’re very special” in the first post and “great patriots” and “remember this day forever” in the second post violated Facebook’s rules prohibiting praise or support of people engaged in violence.

The Board found that, in maintaining an unfounded narrative of electoral fraud and persistent calls to action, Mr. Trump created an environment where a serious risk of violence was possible. At the time of Mr. Trump’s posts, there was a clear, immediate risk of harm and his words of support for those involved in the riots legitimized their violent actions. As president, Mr. Trump had a high level of influence. The reach of his posts was large, with 35 million followers on Facebook and 24 million on Instagram.

Given the seriousness of the violations and the ongoing risk of violence, Facebook was justified in suspending Mr. Trump’s accounts on January 6 and extending that suspension on January 7.

However, it was not appropriate for Facebook to impose an ‘indefinite’ suspension.

It is not permissible for Facebook to keep a user off the platform for an undefined period, with no criteria for when or whether the account will be restored.

In applying this penalty, Facebook did not follow a clear, published procedure. ‘Indefinite’ suspensions are not described in the company’s content policies. Facebook’s normal penalties include removing the violating content, imposing a time-bound period of suspension, or permanently disabling the page and account.

It is Facebook’s role to create necessary and proportionate penalties that respond to severe violations of its content policies. The Board’s role is to ensure that Facebook’s rules and processes are consistent with its content policies, its values and its human rights commitments.

In applying a vague, standardless penalty and then referring this case to the Board to resolve, Facebook seeks to avoid its responsibilities. The Board declines Facebook’s request and insists that Facebook apply and justify a defined penalty.

The Oversight Board’s decision

The Oversight Board has upheld Facebook’s decision to suspend Mr. Trump’s access to post content on Facebook and Instagram on January 7, 2021. However, as Facebook suspended Mr. Trump’s accounts ‘indefinitely,’ the company must reassess this penalty.

Within six months of this decision, Facebook must reexamine the arbitrary penalty it imposed on January 7 and decide the appropriate penalty. This penalty must be based on the gravity of the violation and the prospect of future harm. It must also be consistent with Facebook’s rules for severe violations, which must, in turn, be clear, necessary and proportionate.

If Facebook decides to restore Mr. Trump’s accounts, the company should apply its rules to that decision, including any changes made in response to the Board’s policy recommendations below. In this scenario, Facebook must address any further violations promptly and in accordance with its established content policies.

A minority of the Board emphasized that Facebook should take steps to prevent the repetition of adverse human rights impacts and ensure that users who seek reinstatement after suspension recognize their wrongdoing and commit to observing the rules in the future.

When it referred this case to the Board, Facebook specifically requested “observations or recommendations from the Board about suspensions when the user is a political leader.”

In a policy advisory statement, the Board made a number of recommendations to guide Facebook’s policies in regard to serious risks of harm posed by political leaders and other influential figures.

The Board stated that it is not always useful to draw a firm distinction between political leaders and other influential users, recognizing that other users with large audiences can also contribute to serious risks of harm.

While the same rules should apply to all users, context matters when assessing the probability and imminence of harm. When posts by influential users pose a high probability of imminent harm, Facebook should act quickly to enforce its rules. Although Facebook explained that it did not apply its ‘newsworthiness’ allowance in this case, the Board called on Facebook to address widespread confusion about how decisions relating to influential users are made. The Board stressed that considerations of newsworthiness should not take priority when urgent action is needed to prevent significant harm.

Facebook should publicly explain the rules that it uses when it imposes account-level sanctions against influential users. These rules should ensure that when Facebook imposes a time-limited suspension on the account of an influential user to reduce the risk of significant harm, it will assess whether the risk has receded before the suspension ends. If Facebook identifies that the user poses a serious risk of inciting imminent violence, discrimination or other lawless action at that time, another time-bound suspension should be imposed when such measures are necessary to protect public safety and proportionate to the risk.

The Board noted that heads of state and other high officials of government can have a greater power to cause harm than other people. If a head of state or high government official has repeatedly posted messages that pose a risk of harm under international human rights norms, Facebook should suspend the account for a period sufficient to protect against imminent harm. Suspension periods should be long enough to deter misconduct and may, in appropriate cases, include account or page deletion.

In other recommendations, the Board proposed that Facebook:

• Rapidly escalate content containing political speech from highly influential users to specialized staff who are familiar with the linguistic and political context. These staff should be insulated from political and economic interference, as well as undue influence.
• Dedicate adequate resourcing and expertise to assess risks of harm from influential accounts globally.
• Produce more information to help users understand and evaluate the process and criteria for applying the newsworthiness allowance, including how it applies to influential accounts. The company should also clearly explain the rationale, standards and processes of the cross check review, and report on the relative error rates of determinations made through cross check compared with ordinary enforcement procedures.
• Undertake a comprehensive review of Facebook’s potential contribution to the narrative of electoral fraud and the exacerbated tensions that culminated in the violence in the United States on January 6. This should be an open reflection on the design and policy choices that Facebook has made that may allow its platform to be abused.
• Make clear in its corporate human rights policy how it collects, preserves and, where appropriate, shares information to assist in investigation and potential prosecution of grave violations of international criminal, human rights and humanitarian law.
• Explain its strikes and penalties process for restricting profiles, pages, groups and accounts in Facebook’s Community Standards and Instagram’s Community Guidelines.
• Include the number of profile, page, and account restrictions in its transparency reporting, with information broken down by region and country.
• Provide users with accessible information on how many violations, strikes and penalties have been assessed against them, and the consequences that will follow future violations.
• Develop and publish a policy that governs Facebook’s response to crises or novel situations where its regular processes would not prevent or avoid imminent harm. This guidance should set appropriate parameters for such actions, including a requirement to review its decision within a fixed time.

While the setting tonight is familiar, this gathering is very different – a reminder of the extraordinary times we are in.

Throughout our history, Presidents have come to this chamber to speak to Congress, to the nation, and to the world.

To declare war. To celebrate peace. To announce new plans and possibilities.

Tonight, I come to talk about crisis — and opportunity.

About rebuilding our nation — and revitalizing our democracy.

And winning the future for America.

As I stand here tonight — just one day shy of the 100th day of my administration.

100 days since I took the oath of office, lifted my hand off our family Bible, and inherited a nation in crisis.

The worst pandemic in a century.

The worst economic crisis since the Great Depression.

The worst attack on our democracy since the Civil War.

Now, after just 100 days, I can report to the nation: America is on the move again.

Turning peril into possibility. Crisis into opportunity. Set back into strength.

Life can knock us down.

But in America, we never stay down.

In America, we always get up.

And today, that’s what we’re doing: America is rising anew.

Choosing hope over fear. Truth over lies. Light over darkness.

After 100 days of rescue and renewal, America is ready for takeoff.

We are working again. Dreaming again. Discovering again. Leading the world again.

We have shown each other and the world: There is no quit in America.

100 days ago, America’s house was on fire.

We had to act.

And thanks to the extraordinary leadership of Speaker Pelosi and Majority Leader Schumer – and with the overwhelming support of the American people – Democrats, Independents, and Republicans – we did act.

Together — we passed the American Rescue Plan.

One of the most consequential rescue packages in American history.

We’re already seeing the results.

After I promised 100 million COVID-19 vaccine shots in 100 days – we will have provided over 220 million COVID shots in 100 days.

We’re marshaling every federal resource. We’ve gotten the vaccine to nearly 40,000 pharmacies and over 700 community health centers.

We’re setting up community vaccination sites, and are deploying mobile units into hard-to-reach areas.

Today, 90% of Americans now live within 5 miles of a vaccination site.

Everyone over the age of 16, everyone – is now eligible and can get vaccinated right away.

So get vaccinated now.

When I was sworn in, less than 1% of seniors were fully vaccinated against COVID-19.

100 days later, nearly 70% of seniors are fully protected.

Senior deaths from COVID-19 are down 80% since January. Down 80%.

And, more than half of all adults in America have gotten at least one shot.

At a mass vaccination center in Glendale, Arizona, I asked a nurse what it’s like.

She looked and said every shot feels like a dose of hope.

A dose of hope for the educator in Florida who has a child who suffers from an auto-immune disease.

She wrote to me that she was worried about bringing the virus home.

When she got vaccinated, she sat in her car and just cried.

Cried out of joy, cried out of relief.

Parents are seeing smiles on their kids’ faces as they go back to school because teachers and school bus drivers, cafeteria workers have been vaccinated.

Grandparents hugging their children and grandchildren instead of pressing their hands against a window to say goodbye

It means everything to both of them.

There’s still more work to do to beat this virus. We can’t let our guard down now.

But tonight, I can say because of you — the American people – our progress these past 100 days against one of the worst pandemics in history is one of the greatest logistical achievements our country has ever seen.

What else have we done these first 100 days?

We kept our commitment and we are sending $1,400 rescue checks to 85% of all American households.

We’ve already sent more than 160 million checks out the door.

It’s making a difference.

For many people, it’s making all the difference in the world.

A single mom in Texas wrote to me.

She said when she couldn’t work, this relief check put food on the table

and saved her and her son from eviction.

A grandmother in Virginia told me she immediately took her granddaughter to the eye doctor — something she put off for months because she didn’t have the money.

One of the defining images of this crisis has been cars lined up for miles waiting for a box of food to be put in the trunk.

Did you ever think you’d see that in America?

That’s why the American Rescue Plan is delivering food and nutrition assistance to millions of Americans facing hunger – and hunger is down sharply already.

We’re also providing:

Rental assistance to keep people from being evicted from their homes. Providing loans to keep small businesses open and their employees on the job.

During these 100 days, an additional 800,000 Americans enrolled in the Affordable Care Act because I established a special sign-up period to do that.

We’re making one of the largest one-time investments ever in improving health care for veterans.

Critical investments to address the opioid crisis.

And, maybe most importantly, thanks to the American Rescue Plan, we are on track to cut child poverty in America in half this year.

In the process, the economy created more than 1.3 million new jobs in 100 days.

More new jobs in the first 100 days than any president on record.

The International Monetary Fund is now estimating our economy will grow at a rate of more than 6% this year.

That will be the fastest pace of economic growth in this country in nearly four decades.

America is moving. Moving forward. And we can’t stop now.

We’re in a competition with China and other countries to win the 21st Century.

We have to do more than just build back. We have to build back better.

Throughout our history, public investments and infrastructure have transformed America.

The transcontinental railroad and interstate highways united two oceans and brought us into a totally new age of progress.

Universal public school and college aid opened wide the doors of opportunity.

Scientific breakthroughs took us to the Moon and now to Mars, discovered vaccines, and gave us the Internet and so much more.

These are the investments we make together, as one country, and that only government can make.

Time and again, they propel us into the future.

That’s why I proposed The American Jobs Plan — a once-in-a-generation investment in America itself.

The largest jobs plan since World War II.

It creates jobs to upgrade our transportation infrastructure. Jobs modernizing roads, bridges and highways. Jobs building ports and airports, rail corridors and transit lines. It’s clean water.

Today, up to 10 million homes and more than 400,000 schools and child care centers have pipes with lead in them, including for drinking water.

A clear and present danger to our children’s health.

The American Jobs Plan creates jobs replacing 100% of the nation’s lead pipes and service lines so every American, so every child – can turn on the faucet and be certain to drink clean water.

It creates jobs connecting every American with high-speed internet, including 35% of rural Americans who still don’t have it.

This will help our kids and businesses succeed in a 21st Century economy.

And I am asking the Vice President to help lead this effort.

It creates jobs by building a modern power grid.

Our grids are vulnerable to storms, hacks, and catastrophic failures – with tragic results as we saw in Texas and elsewhere during winter storms.

The American Jobs Plan will create jobs to lay thousands of miles of transmission lines needed to build a resilient and fully clean grid.

The American Jobs Plan will help millions of people get back to their jobs and their careers.

2 million women have dropped out of the workforce during this pandemic, too often because they couldn’t get the care they need for their family, their children.

800,000 families are on a Medicaid waiting list right now to get homecare for their aging parent or loved one with a disability.

This plan will help these families and create jobs for our caregivers with better wages and better benefits.

For too long, we have failed to use the most important word when it comes to meeting the climate crisis.

Jobs. Jobs.

For me, when I think about climate change, I think jobs.

The American Jobs Plan will put engineers and construction workers to work building more energy efficient buildings and homes.

Electrical workers installing 500,000 charging stations along our highways.

Farmers planting cover crops, so they can reduce carbon dioxide in the air and get paid for doing it.

There’s no reason the blades for wind turbines can’t be built in Pittsburgh instead of Beijing.

No reason why American workers can’t lead the world in the production of electric vehicles and batteries.

The American Jobs Plan will create millions of good paying jobs – jobs Americans can raise their families on.

And all the investments in the American Jobs Plan will be guided by one principle: “Buy American.”

American tax dollars are going to be used to buy American products made in America that create American jobs.

The way it should be.

Now – I know some of you at home are wondering whether these jobs are for you.

You feel left behind and forgotten in an economy that’s rapidly changing.

Let me speak directly to you.

Independent experts estimate the American Jobs Plan will add millions of jobs and trillions of dollars in economic growth for years to come.

These are good-paying jobs that can’t be outsourced.

Nearly 90% of the infrastructure jobs created in the American Jobs Plan do not require a college degree.

75% do not require an associate’s degree.

The American Jobs Plan is a blue-collar blueprint to build America.

And, it recognizes something I’ve always said.

Wall Street didn’t build this country. The middle class built this country. And unions build the middle class.

And that’s why I’m calling on Congress to pass the Protecting the Right to Organize Act – the PRO Act — and send it to my desk to support the right to unionize.

By the way – let’s also pass the $15 minimum wage.

No one should work 40 hours a week and still live below the poverty line.

And we need to ensure greater equity and opportunity for women.

Let’s get the Paycheck Fairness Act to my desk for equal pay.

It’s long past time.

Finally, the American Jobs Plan will be the biggest increase in non-defense research and development on record.

We will see more technological change in the next 10 years – than we saw in the last 50 years.

And we’re falling behind in that competition.

Decades ago we used to invest 2% of our GDP on research and development.

Today, we spend less than 1%.

China and other countries are closing in fast.

We have to develop and dominate the products and technologies of the future: advanced batteries, biotechnology, computer chips, and clean energy.

The Defense Department has an agency called DARPA – the Defense Advanced Research Projects Agency – that’s there to develop breakthroughs to enhance our national security – which led to the internet and GPS and so much more.

The National Institutes of Health, the NIH – should create a similar Advanced Research Projects Agency for health.

To develop breakthroughs – to prevent, detect, and treat diseases like Alzheimer’s, diabetes, and cancer.

This is personal to so many of us.

I can think of no more worthy investment. And I know of nothing that is more bipartisan.

Let’s end cancer as we know it. It’s within our power

Investments in jobs and infrastructure like the ones we’re talking about have often had bipartisan support.

Vice President Harris and I meet regularly in the Oval Office with Democrats and Republicans to discuss the American Jobs Plan.

And I applaud a group of Republican Senators who just put forward their proposal.

So, let’s get to work.

We welcome ideas.

But, the rest of the world isn’t waiting for us. Doing nothing is not an option.

We can’t be so busy competing with each other that we forget the competition is with the rest of the world to win the 21st Century.

To win that competition for the future, we also need to make a once-in-a-generation investment in our families – in our children.

That’s why I’m introducing the American Families Plan tonight, which addresses four of the biggest challenges facing American families today.

First, access to a good education.

When this nation made 12 years of public education universal in the last century, it made us the best-educated and best-prepared nation in the world.

But the world is catching up. They are not waiting.

12 years is no longer enough today to compete in the 21st Century.

That’s why the American Families Plan guarantees four additional years of public education for every person in America – starting as early as we can.

We add two years of universal high-quality pre-school for every 3- and 4- year-old in America.

The research shows that when a young child goes to school—not day care—they are far more likely to graduate from high school and go on to college.

And then we add two years of free community college.

And we will increase Pell Grants and investment in Historically Black Colleges and Universities, Tribal colleges, and minority-serving institutions.

Jill is a community college professor who teaches today as First Lady.

She has long said any country that out-educates us is going to outcompete us – and she’ll be leading this effort.

Second, the American Families plan will provide access to quality, affordable child care.

We guarantee that low- to middle-income families will pay no more than 7% of their income for high-quality care for children up to the age of 5.

The most hard-pressed working families won’t have to spend a dime.

Third, the American Families Plan will finally provide up to 12 weeks of paid family and medical leave.

No one should have to choose between a job and paycheck or taking care of themselves and a loved one – a parent, spouse, or child.

And fourth, the American Families Plan puts money directly into the pockets of millions of families.

In March we expanded a tax credit for every child in a family.

Up to a $3,000 Child Tax Credit for children over 6 — and $3,600 for children under 6.

With two parents, two kids, that’s up to $7,200 in your pocket to help take care of your family.

This will help more than 65 million children and help cut child poverty in half this year.

Together, let’s extend the Child Tax Credit at least through the end of 2025.

The American Rescue Plan lowered health care premiums for 9 million Americans who buy their coverage under the Affordable Care Act.

Let’s make that provision permanent so their premiums don’t go back up.

In addition to my Families Plan, I will work with Congress to address –
this year – other critical priorities for America’s families.

The Affordable Care Act has been a lifeline for millions of Americans –protecting people with pre-existing conditions, protecting women’s health.

And the pandemic has demonstrated how badly it is needed.

Let’s lower deductibles for working families on the Affordable Care Act, and let’s lower prescription drug costs.

We all know how outrageously expensive they are.

In fact, we pay the highest prescription drug prices in the world right here in America – nearly three times as much as other countries.

We can change that.

Let’s do what we’ve always talked about.

Let’s give Medicare the power to save hundreds of billions of dollars by negotiating lower prices for prescription drugs.

That won’t just help people on Medicare – it will lower prescription drug costs for everyone.

The money we save can go to strengthen the Affordable Care Act – expand Medicare coverage and benefits – without costing taxpayers one additional penny.

We’ve talked about it long enough – Democrats and Republicans.

Let’s get it done this year.

This is all about a simple premise: Health care should be a right, not a privilege in America.

So how do we pay for my Jobs and Family Plans?

I’ve made clear that we can do it without increasing deficits.

Let’s start with what I will not do.

I will not impose any tax increases on people making less than $400,000 a year.

It’s time for corporate America and the wealthiest 1% of Americans to pay their fair share.

Just pay their fair share.

A recent study shows that 55 of the nation’s biggest corporations paid zero in federal income tax last year.

No federal taxes on more than $40 billion in profits.

A lot of companies evade taxes through tax havens from Switzerland to Bermuda to the Cayman Islands.

And they benefit from tax loopholes and deductions that allow for offshoring jobs and shifting profits overseas.

That’s not right.

We’re going to reform corporate taxes so they pay their fair share – and help pay for the public investments their businesses will benefit from.

And, we’re going to reward work, not wealth.

We take the top tax bracket for the wealthiest 1% of Americans –
those making $400,000 or more – back up to 39.6%.

We take the top tax bracket for the wealthiest 1% of Americans – those making $400,000 or more – back up to 39.6%.

That’s where it was when George W. Bush became president.

We’re going to get rid of the loopholes that allow Americans who make more than $1 million a year pay a lower rate on their capital gains than working Americans pay on their work.

This will only affect three tenths of 1% of all Americans.

And the IRS will crack down on millionaires and billionaires who cheat on their taxes.

That’s estimated to be billions of dollars.

Look, I’m not out to punish anyone.

But I will not add to the tax burden of the middle class of this country.

They’re already paying enough.

What I’ve proposed is fair. It’s fiscally responsible.

It raises the revenue to pay for the plans I’ve proposed that will create millions of jobs and grow the economy.

When you hear someone say that they don’t want to raise taxes on the wealthiest 1% and on corporate America – ask them: whose taxes are you going to raise instead, and whose are you going to cut?

Look at the big tax cut in 2017.

It was supposed to pay for itself and generate vast economic growth.

Instead, it added $2 trillion to the deficit.

It was a huge windfall for corporate America and those at the very top.

Instead of using the tax savings to raise wages and invest in research and development – it poured billions of dollars into the pockets of CEOs.

In fact, the pay gap between CEOs and their workers is now among the largest in history.

According to one study, CEOs make 320 times what their average workers make.

The pandemic has only made things worse.

20 million Americans lost their jobs in the pandemic – working- and middle-class Americans.

At the same time, the roughly 650 Billionaires in America saw their net worth increase by more than $1 Trillion.

Let me say that again.

Just 650 people increased their wealth by more than $1 Trillion during this pandemic.

They are now worth more than $4 Trillion.

My fellow Americans, trickle-down economics has
never worked.

It’s time to grow the economy from the bottom up and middle out.

A broad consensus of economists – left, right, center – agree that what I’m proposing will help create millions of jobs and generate historic economic growth.

These are among the highest value investments we can make as a nation.

I’ve often said that our greatest strength is the power of our example – not just the example of our power.

And in my conversations with world leaders – many I’ve known for a long time – the comment I hear most often is: we see that America is back – but for how long?

My fellow Americans, we have to show not just that we are back, but that we are here to stay.

And that we aren’t going it alone – we’re going to be leading with our allies.

No one nation can deal with all the crises of our time alone – from terrorism to nuclear proliferation to mass migration, cybersecurity, climate change – and as we’re experiencing now, pandemics.

There’s no wall high enough to keep any virus away.

As our own vaccine supply grows to meet our needs – and we are meeting them – we will become an arsenal of vaccines for other countries – just as America was the arsenal of democracy in World War 2.

The climate crisis is not our fight alone, either.

It’s a global fight.

The United States accounts for less than 15% of carbon emissions.

The rest of the world accounts for 85%.

That’s why – I kept my commitment to rejoin the Paris Climate Agreement on my first day in office.

And I kept my commitment to convene a climate summit right here in America, with all of the major economies of the world – from China and Russia to India and the European Union in my first 100 days.

I wanted the world to see that there is consensus that we are at an inflection point in history.

And the consensus is if we act, we can save the planet – and we can create millions of jobs and economic growth and opportunity to raise the standard of living for everyone in the world.

The investments I’ve proposed tonight also advance a foreign policy that benefits the middle class.

That means making sure every nation plays by the same rules in the global economy, including China.

In my discussion with President Xi, I told him that we welcome the competition – and that we are not looking for conflict.

But I made absolutely clear that I will defend American interests across the board.

America will stand up to unfair trade practices that undercut American workers and industries, like subsidies for state-owned enterprises and the theft of American technologies and intellectual property.

I also told President Xi that we will maintain a strong military presence in the Indo—Pacific just as we do with NATO in Europe – not to start conflict – but to prevent conflict.

And, I told him what I’ve said to many world leaders – that America won’t back away from our commitment to human rights and fundamental freedoms.

No responsible American president can remain silent when basic human rights are violated. A president has to represent the essence of our country.

America is an idea – unique in the world.

We are all created equal. It’s who we are. We cannot walk away from that principle.

With regard to Russia, I made very clear to President Putin that while we don’t seek escalation, their actions have consequences.

I responded in a direct and proportionate way to Russia’s interference in our elections and cyber—attacks on our government and businesses – and they did both of those things and I did respond.

But we can also cooperate when it’s in our mutual interests.

As we did when we extended the New START Treaty on nuclear arms – and as we’re working to do on the climate crisis.

On Iran and North Korea’s nuclear programs that present a serious threat to America’s security and world security – we will be working closely with our allies to address the threats posed by both of these countries through diplomacy and stern deterrence.

And American leadership means ending the forever war in Afghanistan.

We have the greatest fighting force in the history of the world.

And I’m the first President in 40 years who knows what it means to have had a child serving in a warzone.

Today we have service members serving in the same war as their parents once did.

We have service members in Afghanistan who were not yet born on 9/11.

War in Afghanistan was never meant to be a multi—generational undertaking of nation—building.

We went to Afghanistan to get the terrorists who attacked us on 9/11.

We delivered justice to Osama Bin Laden and we degraded the terrorist threat of al Qaeda in Afghanistan.

After 20 years of American valor and sacrifice, it’s time to bring our troops home.

Even as we do, we will maintain an over—the—horizon capability to suppress future threats to the homeland.

But make no mistake – the terrorist threat has evolved beyond Afghanistan since 2001 and we will remain vigilant against threats to the United States, wherever they come from.

Al Qaeda and ISIS are in Yemen, Syria, Somalia, and other places in Africa and the Middle East, and beyond.

And, we won’t ignore what our own intelligence agencies have determined – the most lethal terrorist threat to the homeland today is white supremacist terrorism.

And my fellow Americans, we must come together to heal the soul of this nation.

It was nearly a year ago before her father’s funeral when I spoke with Gianna Floyd, George Floyd’s young daughter.

As I knelt down to talk to her so we could talk eye—to—eye, she said to me, “Daddy changed the world.”

After the conviction of George Floyd’s murderer, we can see how right she was – if we have the courage to act.

We have all seen the knee of injustice on the neck of Black America.

Now is our opportunity to make real progress.

Most men and women in uniform wear their badge and serve their communities honorably.

I know them. I know they want to help meet this moment as well.

My fellow Americans, we have to come together.

To rebuild trust between law enforcement and the people they serve.

To root out systemic racism in our criminal justice system.

And to enact police reform in George Floyd’s name that passed the House already.

I know the Republicans have their own ideas and are engaged in productive discussions with Democrats.

We need to work together to find a consensus.

Let’s get it done next month, by the first anniversary of George Floyd’s death.

The country supports this reform.

Congress should act.

We have a giant opportunity to bend to the arc of the moral universe toward justice.

Real justice.

And with the plans I outlined tonight, we have a real chance to root out systemic racism that plagues American life in many other ways.

A chance to deliver real equity.

Good jobs and good schools. Affordable housing. Clean air and clean water.

Being able to generate wealth and pass it down through generations.

Real opportunities in the lives of more Americans – Black, white, Latino, Asian American, Native American.

I also want to thank the Senate for voting 94—1 to pass the COVID—19 Hate Crimes Act to protect Asian Americans and Pacific Islanders from the vicious hate crimes we’ve seen this past year – and for too long.

I urge the House to do the same and send that legislation to my desk as soon as possible.

I also hope Congress can get to my desk the Equality Act to protect the rights of LGBTQ Americans.

To all the transgender Americans watching at home – especially the young people who are so brave – I want you to know that your president has your back.

And another thing.

Let’s reauthorize the Violence Against Women Act, which has been the law in this country for 27 years since I first wrote it.

It will close the so—called “boyfriend” loophole to keep guns out of the hands of abusers.

It’s estimated that more than 50 women are shot and killed by an intimate partner – every month in America.

Pass it and save lives.

And I need not tell anyone this, but gun violence is an epidemic in America.

Our flag at the White House was still flying at half—staff for the 8 victims of the mass shooting in Georgia, when 10 more lives were taken in a mass shooting in Colorado.

In the week between those mass shootings, more than 250 other Americans were shot dead.

250 shot dead.

I know how hard it is to make progress on this issue.

In the 1990s, we passed universal background checks and a ban on assault weapons, and high—capacity magazines that hold 100 rounds that can be fired in seconds.

We beat the NRA. Mass shootings and gun violence declined.

But in the early 2000s, that law expired and we’ve seen the daily bloodshed since.

More than two weeks ago in the Rose Garden, surrounded by some of the bravest people I know – the survivors and families who lost loved ones to gun violence – I laid out several steps the Department of Justice is taking to end this epidemic.

One of them is banning so—called “ghost guns.”

They are homemade guns built from a kit that includes the directions on how to finish the firearm.

The parts have no serial numbers, so when they show up at a crime scene, they can’t be traced.

The buyers of ghost gun kits aren’t required to pass a background check.

Anyone from a criminal to a terrorist could buy this kit and, in as little as 30 minutes, put together a lethal weapon.

But not anymore.

I will do everything in my power to protect the American people from this epidemic of gun violence.

But it’s time for Congress to act as well.

We need more Senate Republicans to join with the overwhelming majority of their Democratic colleagues, and close loopholes and require background checks to purchase a gun.

And we need a ban on assault weapons and high—capacity magazines again.

Don’t tell me it can’t be done. We’ve done it before … and it worked.

Talk to most responsible gun owners, most hunters – they’ll tell you there’s no possible justification for having 100 rounds – 100 bullets – in a weapon.

They will tell you that there are too many people today who are able to buy a gun, but who shouldn’t be able to.

These kinds of reasonable reforms have the overwhelming support of the American people – including many gun owners.

The country supports reform, and Congress should act.

This shouldn’t be a Red vs. Blue issue. It’s an American issue.

And here’s what else we can do.

Immigration has always been essential to America.

Let’s end our exhausting war over immigration.

For more than 30 years, politicians have talked about immigration reform and done nothing about it.

It’s time to fix it.

On day one of my Presidency, I kept my commitment and I sent a comprehensive immigration bill to Congress.

If you believe we need a secure border – pass it.

If you believe in a pathway to citizenship – pass it.

If you actually want to solve the problem – I have sent you a bill, now pass it.

We also have to get at the root of the problem of why people are fleeing to our southern border from Guatemala, Honduras, El Salvador.

The violence. The corruption. The gangs. The political instability. Hunger. Hurricanes. Earthquakes.

When I was Vice President, I focused on providing the help needed to address these root causes of migration.

It helped keep people in their own countries instead of being forced to leave.

Our plan worked.

But the last administration shut it down.

I’m restoring the program and asked Vice President Harris to lead our diplomatic efforts.

I have absolute confidence she will get the job done.

Now, if Congress won’t pass my plan – lets at least pass what we agree on.

Congress needs to pass legislation this year to finally secure protection for the Dreamers – the young people who have only known America as their home.

And, permanent protections for immigrants on temporary protected status who come from countries beset by man—made and naturally made violence and disaster.

As well as a pathway to citizenship for farmworkers who put food on our tables.

Immigrants have done so much for America during the pandemic – as they have throughout our history.

The country supports immigration reform.

Congress should act.

And if we are to truly restore the soul of America – we need to protect the sacred right to vote.

More people voted in the last presidential election than ever before
in our history – in the middle of one of the worst pandemics ever.

That should be celebrated. Instead, it’s being attacked.

Congress should pass H.R. 1 and the John Lewis Voting Rights Act and send them to my desk right away.

The country supports it.

Congress should act.

As we gather here tonight, the images of a violent mob assaulting this Capitol—desecrating our democracy—remain vivid in our minds.

Lives were put at risk. Lives were lost. Extraordinary courage was summoned.

The insurrection was an existential crisis—a test of whether our democracy could survive.

It did.

But the struggle is far from over. The question of whether our democracy will long endure is both ancient and urgent.

As old as our Republic. Still vital today.

Can our democracy deliver on its promise that all of us – created equal in the image of God – have a chance to lead lives of dignity, respect, and possibility?

Can our democracy deliver on the most pressing needs of our people?

Can our democracy overcome the lies, anger, hate, and fears that have pulled us apart?

America’s adversaries – the autocrats of the world – are betting it can’t.

They believe we are too full of anger and division and rage.

They look at the images of the mob that assaulted this Capitol as proof that the sun is setting on American democracy.

They are wrong. And we have to prove them wrong.

We have to prove democracy still works.

That our government still works – and can deliver for the people.

In our first 100 Days together, we have acted to restore the people’s faith in our democracy to deliver.

We’re vaccinating the nation. We’re creating hundreds of thousands of jobs. We’re delivering real results people can see and feel in their own lives.

Opening the doors of opportunity. Guaranteeing fairness and justice.

That’s the essence of America.

That’s democracy in action.

Our Constitution opens with the words, “We the People”.

It’s time we remembered that We the People are the government. You and I.

Not some force in a distant capital. Not some powerful force we have no control over.

It’s us. It’s “We the people.”

In another era when our democracy was tested, Franklin Roosevelt reminded us—In America: we do our part.

That’s all I’m asking. That we all do our part.

And if we do, then we will meet the central challenge of the age by proving that democracy is durable and strong.

The autocrats will not win the future.

America will.

The future will belong to America.

I stand here tonight before you in a new and vital hour in the life of our democracy and our nation.

And I can say with absolute confidence: I have never been more confident or more optimistic about America.

We have stared into an abyss of insurrection and autocracy — of pandemic and pain — and “We the People” did not flinch.

At the very moment, our adversaries were certain we would pull apart and fail.

We came together.

United.

With light and hope, we summoned new strength and new resolve.

To position us to win the competition for the 21st Century.

On our way forward to a Union more perfect. More prosperous. More just.

As one people. One nation. One America.

It’s never been a good bet to bet against America.

And it still isn’t.

We are the United States of America.

There is nothing – nothing – beyond our capacity – nothing we can’t do – if we do it together.

May God bless you all.

The Supreme Court rejects the Texas lawsuit to overturn the election results in Georgia, Michigan, Pennsylvania, and Wisconsin.

The court said ."The State of Texas’s motion for leave to file a bill of complaint is denied for lack of standing under Article III of the Constitution. Texas has not demonstrated a judicially cognizable interest in the manner in which another State conducts its elections. All other pending motions are dismissed as moot".

Here's the Supreme Court order rejecting Texas' attempt to throw out the results of the presidential election in four other states. The court declines to hear it; the only dispute is a technical one over the manner by which it is killed.

Finally, the nightmare that is the US Presidential Election is sort of over. President Trump has tweeted that he is recommending that GSA Emily and her team do what needs to be done with regard to initial protocols, and have also told his team to do the same in regards to Presidential transition.

Even though Trump never conceded his loss to President-Elect Biden, this may be as close as we may get to that. Even in the tweet, he implied that his team is still fighting the election.

He tweeted "I want to thank Emily Murphy at GSA for her steadfast dedication and loyalty to our Country. She has been harassed, threatened, and abused – and I do not want to see this happen to her, her family, or employees of GSA. Our case STRONGLY continues, we will keep up the good...

...fight, and I believe we will prevail! Nevertheless, in the best interest of our Country, I am recommending that Emily and her team do what needs to be done with regard to initial protocols, and have told my team to do the same."

There is also a lot of speculation on Twitter that Tweet could have come from someone on Trump's team.

CNN is already reporting that Emily Murphy at GSA has sent a letter Monday afternoon informing President-elect Joe Biden that the administration is ready to begin the formal transition process.

The legal team of President Trump has distanced themselves from Sidney Powell. Giuliani And Jenna Ellis issued a statement distancing the Trump campaign's legal efforts from Sidney Powell, who has spun outlandish tales of election fraud to news organizations.

She was front and center at a press conference with Rudy Giuliani, the president’s personal lawyer, and Jenna Ellis, Trump campaign legal adviser.

Even Trump acknowledged her as part of his legal team a couple of days back via a tweet:

Washington Examiner is reporting that reason for camping to distance themselves from Sidney Powell is, "Neither the White House nor the Trump campaign has seen any of the evidence she claims to have related to assertions about voting machines switching millions of votes from President Trump to President-elect Joe Biden. They argued that her claims overshadowed what they see as legitimate concerns about the mail-in ballot process."

The most contentious presidential elections in the history of the USA is finally coming to end. Though nobody is officially declared the winner, according to many pollsters, it is all over for Donald Trump. All the networks and decision desks are just playing it safe from calling it for Joe Biden even though they secretly agree it is over.

According to Nate Silver, the editor of FiveThirtyEight.com Biden's is winning Pennsylvania and Nevada but could not officially call it as twitter rules allow only 7 outlets to call election results. The list includes ABC News, AP, CNN, CBS News, Decision Desk HQ, Fox News, and NBC News — all outlets that experts agree have verified, unbiased decision desks calling elections.

So he is calling both states (Pennsylvania and Nevada) as [redacted] which a lot of people on Twitter saying he is calling it without calling. So all we can safely assume that Joe Biden will be eventually declared winner late tonight or in the early morning.

US Supreme Court justices ruled President Trump is not immune from New York’s subpoena, but prosecutors will not get documents now.

Manhattan District Attorney Cy Vance Jr. issued a statement via his press office regarding the Supreme Court ruling this morning that President Trump is not immune from New York’s subpoena.

“This is a tremendous victory for our nation’s system of justice and its founding principle that no one – not even a president – is above the law. Our investigation, which was delayed for almost a year by this lawsuit, will resume, guided as always by the grand jury’s solemn obligation to follow the law and the facts, wherever they may lead,” the statement said.

The opinion was 7-2, with Chief Justice John Roberts and both of Trump's appointees — Neil Gorsuch and Brett Kavanaugh — joining the liberal justices.

President Donald Trump addressed Congress on Tuesday night for his last State of the Union address before the 2020 election, claiming in an appeal to voters that, over the past three years, he had helped stage the “Great American Comeback.”

An advance transcript as prepared for delivery follows.

Madam Speaker, Mr. Vice President, Members of Congress, the First Lady of the United States, and my fellow citizens:

Three years ago, we launched the great American comeback. Tonight, I stand before you to share the incredible results. Jobs are booming, incomes are soaring, poverty is plummeting, crime is falling, confidence is surging, and our country is thriving and highly respected again! America’s enemies are on the run, America’s fortunes are on the rise, and America’s future is blazing bright.

The years of economic decay are over. The days of our country being used, taken advantage of, and even scorned by other nations are long behind us. Gone too are the broken promises, jobless recoveries, tired platitudes, and constant excuses for the depletion of American wealth, power, and prestige.

In just 3 short years, we have shattered the mentality of American decline, and we have rejected the downsizing of America’s destiny. We are moving forward at a pace that was unimaginable just a short time ago, and we are never going back!

I am thrilled to report to you tonight that our economy is the best it has ever been. Our military is completely rebuilt, with its power being unmatched anywhere in the world — and it is not even close. Our borders are secure. Our families are flourishing. Our values are renewed. Our pride is restored. And for all these reasons, I say to the people of our great country, and to the Members of Congress before me: The State of our Union is stronger than ever before!

The vision I will lay out this evening demonstrates how we are building the world’s most prosperous and inclusive society — one where every citizen can join in America’s unparalleled success, and where every community can take part in America’s extraordinary rise.

From the instant I took office, I moved rapidly to revive the United States economy — slashing a record number of job-killing regulations, enacting historic and record-setting tax cuts, and fighting for fair and reciprocal trade agreements. Our agenda is relentlessly pro-worker, pro-family, pro-growth, and, most of all, pro-American. We are advancing with unbridled optimism and lifting high our citizens of every race, color, religion, and creed.

Since my election, we have created 7 million new jobs — 5 million more than Government experts projected during the previous administration.

The unemployment rate is the lowest in over half a century.

Incredibly, the average unemployment rate under my Administration is lower than any administration in the history of our country. If we had not reversed the failed economic policies of the previous administration, the world would not now be witness to America’s great economic success.

The unemployment rates for African-Americans, Hispanic-Americans, and Asian-Americans have reached the lowest levels in history. African-American youth unemployment has reached an all-time low.

African-American poverty has declined to the lowest rate ever recorded.

The unemployment rate for women reached the lowest level in almost 70 years — and last year, women filled 72 percent of all new jobs added.

The veterans’ unemployment rate dropped to a record low.

The unemployment rate for disabled Americans has reached an all-time low.

Workers without a high school diploma have achieved the lowest unemployment rate recorded in United States history.

A record number of young Americans are now employed.

Under the last administration, more than 10 million people were added to the food stamp rolls. Under my Administration, 7 million Americans have come off of food stamps, and 10 million people have been lifted off of welfare.

In 8 years under the last administration, over 300,000 working-age people dropped out of the workforce. In just 3 years of my Administration, 3.5 million working-age people have joined the workforce.

Since my election, the net worth of the bottom half of wage-earners has increased by 47 percent — 3 times faster than the increase for the top 1 percent. After decades of flat and falling incomes, wages are rising fast — and, wonderfully, they are rising fastest for low-income workers, who have seen a 16 percent pay-increase since my election. This is a blue collar boom.

Real median household income is now at the highest level ever recorded!

Since my election, United States stock markets have soared 70 percent, adding more than $12 trillion to our Nation’s wealth, transcending anything anyone believed was possible — this, as other countries are not doing well. Consumer confidence has reached amazing new heights.

All of those millions of people with 401(k)s and pensions are doing far better than they have ever done before with increases of 60, 70, 80, 90, and even 100 percent.

Jobs and investment are pouring into 9,000 previously-neglected neighborhoods thanks to Opportunity Zones, a plan spearheaded by Senator Tim Scott as part of our great Republican tax cuts. In other words, wealthy people and companies are pouring money into poor neighborhoods or areas that have not seen investment in many decades, creating jobs, energy, and excitement. This is the first time that these deserving communities have seen anything like this. It is all working!

Opportunity Zones are helping Americans like Army Veteran Tony Rankins from Cincinnati, Ohio. After struggling with drug addiction, Tony lost his job, his house, and his family — he was homeless. But then Tony found a construction company that invests in Opportunity Zones. He is now a top tradesman, drug-free, reunited with his family, and he is here tonight. Tony: Keep up the great work.

Our roaring economy has, for the first time ever, given many former prisoners the ability to get a great job and a fresh start. This second chance at life is made possible because we passed landmark Criminal Justice Reform into law. Everybody said that Criminal Justice Reform could not be done, but I got it done, and the people in this room got it done.

Thanks to our bold regulatory reduction campaign, the United States has become the number one producer of oil and natural gas in the world, by far. With the tremendous progress we have made over the past 3 years, America is now energy independent, and energy jobs, like so many elements of our country, are at a record high. We are doing numbers that no one would have thought possible just 3 years ago.

Likewise, we are restoring our Nation’s manufacturing might, even though predictions were that this could never be done. After losing 60,000 factories under the previous two administrations, America has now gained 12,000 new factories under my Administration with thousands upon thousands of plants and factories being planned or built. We have created over half a million new manufacturing jobs. Companies are not leaving; they are coming back. Everybody wants to be where the action is, and the United States of America is, indeed, where the action is.

One of the single biggest promises I made to the American people was to replace the disastrous NAFTA trade deal. In fact, unfair trade is perhaps the single biggest reason that I decided to run for President. Following NAFTA’s adoption, our Nation lost one in four manufacturing jobs. Many politicians came and went, pledging to change or replace NAFTA — only to do absolutely nothing. But unlike so many who came before me, I keep my promises. Six days ago, I replaced NAFTA and signed the brand new United States-Mexico-Canada Agreement (USMCA) into law.

The USMCA will create nearly 100,000 new high-paying American auto jobs, and massively boost exports for our farmers, ranchers, and factory workers. It will also bring trade with Mexico and Canada to a much higher degree, but also to a much greater level of fairness and reciprocity. This is the first major trade deal in many years to earn the strong backing of America’s labor unions.

I also promised our citizens that I would impose tariffs to confront China’s massive theft of American jobs. Our strategy worked. Days ago, we signed the groundbreaking new agreement with China that will defend our workers, protect our intellectual property, bring billions of dollars into our treasury, and open vast new markets for products made and grown right here in the United States of America. For decades, China has taken advantage of the United States, now we have changed that but, at the same time, we have perhaps the best relationship we have ever had with China, including with President Xi. They respect what we have done because, quite frankly, they could never believe what they were able to get away with year after year, decade after decade, without someone in our country stepping up and saying: Enough. Now, we want to rebuild our country, and that is what we are doing.

As we restore American leadership throughout the world, we are once again standing up for freedom in our hemisphere. That is why my Administration reversed the failing policies of the previous administration on Cuba. We are supporting the hopes of Cubans, Nicaraguans, and Venezuelans to restore democracy. The United States is leading a 59-nation diplomatic coalition against the socialist dictator of Venezuela, Nicolás Maduro. Maduro is an illegitimate ruler, a tyrant who brutalizes his people. But Maduro’s grip of tyranny will be smashed and broken. Here this evening is a man who carries with him the hopes, dreams, and aspirations of all Venezuelans. Joining us in the gallery is the true and legitimate President of Venezuela, Juan Guaidó. Mr. President, please take this message back to your homeland. All Americans are united with the Venezuelan people in their righteous struggle for freedom! Socialism destroys nations. But always remember, freedom unifies the soul.

To safeguard American Liberty, we have invested a record-breaking $2.2 trillion in the United States Military. We have purchased the finest planes, missiles, rockets, ships, and every other form of military equipment — all made in the United States of America. We are also finally getting our allies to help pay their fair share. I have raised contributions from the other NATO members by more than $400 billion, and the number of allies meeting their minimum obligations has more than doubled. And just weeks ago, for the first time since President Truman established the Air Force more than 70 years earlier, we created a new branch of the United States Armed Forces, the Space Force.

In the gallery tonight, we have one of the Space Force’s youngest potential recruits: 13-year-old Iain Lanphier, an eighth grader from Arizona. Iain has always dreamed of going to space. He was first in his class and among the youngest at an aviation academy. He aspires to go to the Air Force Academy, and then, he has his eye on the Space Force. As Iain says, “most people look up at space, I want to look down on the world.”

Sitting beside Iain tonight is his great hero. Charles McGee was born in Cleveland, Ohio, one century ago. Charles is one of the last surviving Tuskegee Airmen — the first black fighter pilots — and he also happens to be Iain’s great-grandfather. After more than 130 combat missions in World War II, he came back to a country still struggling for Civil Rights and went on to serve America in Korea and Vietnam. On December 7th, Charles celebrated his 100th birthday. A few weeks ago, I signed a bill promoting Charles McGee to Brigadier General. And earlier today, I pinned the stars on his shoulders in the Oval Office. General McGee: Our Nation salutes you.

From the pilgrims to our Founders, from the soldiers at Valley Forge to the marchers at Selma, and from President Lincoln to the Reverend Dr. Martin Luther King, Jr., Americans have always rejected limits on our children’s future.

Members of Congress, we must never forget that the only victories that matter in Washington are victories that deliver for the American people. The people are the heart of our country, their dreams are the soul of our country, and their love is what powers and sustains our country. We must always remember that our job is to put America first!

The next step forward in building an inclusive society is making sure that every young American gets a great education and the opportunity to achieve the American Dream. Yet, for too long, countless American children have been trapped in failing government schools. To rescue these students, 18 States have created school choice in the form of Opportunity Scholarships. The programs are so popular, that tens of thousands of students remain on waiting lists. One of those students is Janiyah Davis, a fourth grader from Philadelphia. Janiyah’s mom Stephanie is a single parent. She would do anything to give her daughter a better future. But last year, that future was put further out of reach when Pennsylvania’s Governor vetoed legislation to expand school choice for 50,000 children.

Janiyah and Stephanie are in the gallery this evening. But there is more to their story. Janiyah, I am pleased to inform you that your long wait is over. I can proudly announce tonight that an Opportunity Scholarship has become available, it is going to you, and you will soon be heading to the school of your choice!

Now, I call on the Congress to give 1 million American children the same opportunity Janiyah has just received. Pass the Education Freedom Scholarships and Opportunity Act — because no parent should be forced to send their child to a failing government school.

Every young person should have a safe and secure environment in which to learn and grow. For this reason, our magnificent First Lady has launched the “Be Best” initiative — to advance a safe, healthy, supportive, and drug-free life for the next generation, online, in school, and in our communities. Thank you, Melania, for your extraordinary love and profound care for America’s children.

My Administration is determined to give our citizens the opportunities they need regardless of age or background. Through our Pledge to American Workers, over 400 companies will also provide new jobs and education opportunities to almost 15 million Americans.

My Budget also contains an exciting vision for our Nation’s high schools. Tonight, I ask the Congress to support our students and back my plan to offer vocational and technical education in every single high school in America.

To expand equal opportunity, I am also proud that we achieved record and permanent funding for our Nation’s Historically Black Colleges and Universities.

A good life for American families also requires the most affordable, innovative, and high-quality healthcare system on Earth. Before I took office, health insurance premiums had more than doubled in just 5 years. I moved quickly to provide affordable alternatives. Our new plans are up to 60 percent less expensive. I have also made an ironclad pledge to American families: We will always protect patients with pre-existing conditions — that is a guarantee. And we will always protect your Medicare and your Social Security.

The American patient should never be blindsided by medical bills. That is why I signed an Executive Order requiring price transparency. Many experts believe that transparency, which will go into full effect at the beginning of next year, will be even bigger than healthcare reform. It will save families massive amounts of money for substantially better care.

But as we work to improve Americans’ healthcare, there are those who want to take away your healthcare, take away your doctor, and abolish private insurance entirely. One hundred thirty-two lawmakers in this room have endorsed legislation to impose a socialist takeover of our healthcare system, wiping out the private health insurance plans of 180 million Americans. To those watching at home tonight, I want you to know: We will never let socialism destroy American healthcare!

Over 130 legislators in this chamber have endorsed legislation that would bankrupt our Nation by providing free taxpayer-funded healthcare to millions of illegal aliens, forcing taxpayers to subsidize free care for anyone in the world who unlawfully crosses our borders. These proposals would raid the Medicare benefits our seniors depend on, while acting as a powerful lure for illegal immigration. This is what is happening in California and other States — their systems are totally out of control, costing taxpayers vast and unaffordable amounts of money. If forcing American taxpayers to provide unlimited free healthcare to illegal aliens sounds fair to you, then stand with the radical left. But if you believe that we should defend American patients and American seniors, then stand with me and pass legislation to prohibit free Government healthcare for illegal aliens!

This will be a tremendous boon to our already very-strongly guarded southern border where, as we speak, a long, tall, and very powerful wall is being built. We have now completed over 100 miles and will have over 500 miles fully completed by early next year.

My Administration is also taking on the big pharmaceutical companies. We have approved a record number of affordable generic drugs, and medicines are being approved by the FDA at a faster clip than ever before. I was pleased to announce last year that, for the first time in 51 years, the cost of prescription drugs actually went down.

And working together, the Congress can reduce drug prices substantially from current levels. I have been speaking to Senator Chuck Grassley of Iowa and others in the Congress in order to get something on drug pricing done, and done properly. I am calling for bipartisan legislation that achieves the goal of dramatically lowering prescription drug prices. Get a bill to my desk, and I will sign it into law without delay.

With unyielding commitment, we are curbing the opioid epidemic — drug overdose deaths declined for the first time in nearly 30 years. Among the States hardest hit, Ohio is down 22 percent, Pennsylvania is down 18 percent, Wisconsin is down 10 percent — and we will not quit until we have beaten the opioid epidemic once and for all.

Protecting Americans’ health also means fighting infectious diseases. We are coordinating with the Chinese government and working closely together on the Coronavirus outbreak in China. My Administration will take all necessary steps to safeguard our citizens from this threat.

We have launched ambitious new initiatives to substantially improve care for Americans with kidney disease, Alzheimer’s, and those struggling with mental health challenges. And because the Congress funded my request, we are pursuing new cures for childhood cancer, and we will eradicate the AIDS epidemic in America by the end of the decade.

Almost every American family knows the pain when a loved one is diagnosed with a serious illness. Here tonight is a special man, someone beloved by millions of Americans who just received a Stage 4 advanced cancer diagnosis. This is not good news, but what is good news is that he is the greatest fighter and winner that you will ever meet. Rush Limbaugh: Thank you for your decades of tireless devotion to our country. Rush, in recognition of all that you have done for our Nation, the millions of people a day that you speak to and inspire, and all of the incredible work that you have done for charity, I am proud to announce tonight that you will be receiving our country’s highest civilian honor, the Presidential Medal of Freedom. I will now ask the First Lady of the United States to please stand and present you with the honor. Rush, Kathryn, congratulations!

As we pray for all who are sick, we know that America is constantly achieving new medical breakthroughs. In 2017, doctors at St. Luke’s hospital in Kansas City delivered one of the earliest premature babies ever to survive. Born at just 21 weeks and 6 days, and weighing less than a pound, Ellie Schneider was born a fighter. Through the skill of her doctors — and the prayers of her parents — little Ellie kept on winning the battle for life. Today, Ellie is a strong, healthy 2-year-old girl sitting with her amazing mother Robin in the gallery. Ellie and Robin: We are so glad you are here.

Ellie reminds us that every child is a miracle of life. Thanks to modern medical wonders, 50 percent of very premature babies delivered at the hospital where Ellie was born now survive. Our goal should be to ensure that every baby has the best chance to thrive and grow just like Ellie. That is why I am asking the Congress to provide an additional $50 million to fund neo-natal research for America’s youngest patients. That is also why I am calling upon the Members of Congress here tonight to pass legislation finally banning the late-term abortion of babies.

Whether we are Republican, Democrat, or Independent, surely we must all agree that every human life is a sacred gift from God!

As we support America’s moms and dads, I was recently proud to sign the law providing new parents in the Federal workforce paid family leave, serving as a model for the rest of the country. Now, I call on the Congress to pass the bipartisan Advancing Support for Working Families Act, extending family leave to mothers and fathers all across the Nation.

Forty million American families have an average $2,200 extra thanks to our child tax credit. I have also overseen historic funding increases for high-quality child care, enabling 17 States to serve more children, many of which have reduced or eliminated their waitlists altogether. And I sent the Congress a plan with a vision to further expand access to high-quality childcare and urge you to act immediately.

To protect the environment, days ago, I announced that the United States will join the One Trillion Trees Initiative, an ambitious effort to bring together Government and the private sector to plant new trees in America and around the world.

We must also rebuild America’s infrastructure. I ask you to pass Senator Barrasso’s highway bill — to invest in new roads, bridges, and tunnels across our land.

I am also committed to ensuring that every citizen can have access to high-speed internet, including rural America.

A better tomorrow for all Americans also requires us to keep America safe. That means supporting the men and women of law enforcement at every level, including our Nation’s heroic ICE officers.

Last year, our brave ICE officers arrested more than 120,000 criminal aliens charged with nearly 10,000 burglaries, 5,000 sexual assaults, 45,000 violent assaults, and 2,000 murders.

Tragically, there are many cities in America where radical politicians have chosen to provide sanctuary for these criminal illegal aliens. In Sanctuary Cities, local officials order police to release dangerous criminal aliens to prey upon the public, instead of handing them over to ICE to be safely removed.

Just 29 days ago, a criminal alien freed by the Sanctuary City of New York was charged with the brutal rape and murder of a 92-year-old woman. The killer had been previously arrested for assault, but under New York’s sanctuary policies, he was set free. If the city had honored ICE’s detainer request, his victim would be alive today.

The State of California passed an outrageous law declaring their whole State to be a sanctuary for criminal illegal immigrants — with catastrophic results.

Here is just one tragic example. In December 2018, California police detained an illegal alien with five prior arrests, including convictions for robbery and assault. But as required by California’s Sanctuary Law, local authorities released him.

Days later, the criminal alien went on a gruesome spree of deadly violence. He viciously shot one man going about his daily work; he approached a woman sitting in her car and shot her in the arm and the chest. He walked into a convenience store and wildly fired his weapon. He hijacked a truck and smashed into vehicles, critically injuring innocent victims. One of the victims of his bloody rampage was a 51-year-old American named Rocky Jones. Rocky was at a gas station when this vile criminal fired eight bullets at him from close range, murdering him in cold blood. Rocky left behind a devoted family, including his brothers who loved him more than anything. One of his grieving brothers is here with us tonight. Jody, would you please stand? Jody, our hearts weep for your loss — and we will not rest until you have justice.

Senator Thom Tillis has introduced legislation to allow Americans like Jody to sue Sanctuary Cities and States when a loved one is hurt or killed as a result of these deadly policies. I ask the Congress to pass the Justice for Victims of Sanctuary Cities Act immediately. The United States of America should be a sanctuary for law-abiding Americans — not criminal aliens!

In the last 3 years, ICE has arrested over 5,000 wicked human traffickers — and I have signed 9 pieces of legislation to stamp out the menace of human trafficking, domestically and around the globe.

My Administration has undertaken an unprecedented effort to secure the southern border of the United States.

Before I came into office, if you showed up illegally on our southern border and were arrested, you were simply released and allowed into our country, never to be seen again. My Administration has ended Catch-and-Release. If you come illegally, you will now be promptly removed. We entered into historic cooperation agreements with the Governments of Mexico, Honduras, El Salvador, and Guatemala. As a result of our unprecedented efforts, illegal crossings are down 75 percent since May — dropping 8 straight months in a row. And as the wall goes up, drug seizures rise, and border crossings go down.

Last year, I traveled to the border in Texas and met Chief Patrol Agent Raul Ortiz. Over the last 24 months, Agent Ortiz and his team have seized more than 200,000 pounds of poisonous narcotics, arrested more than 3,000 human smugglers, and rescued more than 2,000 migrants. Days ago, Agent Ortiz was promoted to Deputy Chief of Border Patrol — and he joins us tonight. Chief Ortiz: Please stand — a grateful Nation thanks you and all the heroes of Border Patrol.

To build on these historic gains, we are working on legislation to replace our outdated and randomized immigration system with one based on merit, welcoming those who follow the rules, contribute to our economy, support themselves financially, and uphold our values.

With every action, my Administration is restoring the rule of law and re-asserting the culture of American freedom. Working with Senate Majority Leader McConnell and his colleagues in the Senate, we have confirmed a record number of 187 new Federal judges to uphold our Constitution as written. This includes two brilliant new Supreme Court Justices, Neil Gorsuch, and Brett Kavanaugh.

My Administration is also defending religious liberty, and that includes the Constitutional right to pray in public schools. In America, we do not punish prayer. We do not tear down crosses. We do not ban symbols of faith. We do not muzzle preachers and pastors. In America, we celebrate faith. We cherish religion. We lift our voices in prayer, and we raise our sights to the Glory of God!

Just as we believe in the First Amendment, we also believe in another Constitutional right that is under siege all across our country. So long as I am President I will always protect your Second Amendment right to keep and bear arms.

In reaffirming our heritage as a free Nation, we must remember that America has always been a frontier nation. Now we must embrace the next frontier, America’s manifest destiny in the stars. I am asking the Congress to fully fund the Artemis program to ensure that the next man and the first woman on the moon will be American astronauts — using this as a launching pad to ensure that America is the first nation to plant its flag on Mars.

My Administration is also strongly defending our national security and combating radical Islamic terrorism. Last week, I announced a groundbreaking plan for peace between Israel and the Palestinians. Recognizing that all past attempts have failed, we must be determined and creative in order to stabilize the region and give millions of young people the change to realize a better future.

Three years ago, the barbarians of ISIS held over 20,000 square miles of territory in Iraq and Syria. Today, the ISIS territorial caliphate has been 100 percent destroyed, and the founder and leader of ISIS — the bloodthirsty killer Al‑Baghdadi — is dead!

We are joined this evening by Carl and Marsha Mueller. After graduating from college, their beautiful daughter Kayla became a humanitarian aid worker. Kayla once wrote, “Some people find God in church. Some people find God in nature. Some people find God in love; I find God in suffering. I’ve known for some time what my life’s work is, using my hands as tools to relieve suffering.” In 2013, while caring for suffering civilians in Syria, Kayla was kidnapped, tortured, and enslaved by ISIS, and kept as a prisoner of Al-Baghdadi himself. After more than 500 horrifying days of captivity, Al-Baghdadi murdered young Kayla. She was just 26 years old.

On the night that United States Special Forces Operators ended Al‑Baghdadi’s miserable life, the Chairman of the Joint Chiefs of Staff, General Mark Milley, received a call in the Situation Room. He was told that the brave men of the elite Special Forces team, that so perfectly carried out the operation, had given their mission a name — “Task Force 8-14.” It was a reference to a special day: August 14th — Kayla’s birthday. Carl and Marsha, America’s warriors never forgot Kayla — and neither will we.

Every day, America’s men and women in uniform demonstrate the infinite depths of love that dwells in the human heart.

One of these American heroes was Army Staff Sergeant Christopher Hake. On his second deployment to Iraq in 2008, Sergeant Hake wrote a letter to his 1-year-old son, Gage: ”I will be with you again,” he wrote to Gage. ”I will teach you to ride your first bike, build your first sand box, watch you play sports and see you have kids also. I love you son, take care of your mother. I am always with you. Dad.” On Easter Sunday of 2008, Chris was out on patrol in Baghdad when his Bradley Fighting Vehicle was hit by a roadside bomb. That night, he made the ultimate sacrifice for our country. Sergeant Hake now rests in eternal glory in Arlington, and his wife Kelli is in the gallery tonight, joined by their son, who is now 13 years old. To Kelli and Gage: Chris will live in our hearts forever.

The terrorist responsible for killing Sergeant Hake was Qasem Soleimani, who provided the deadly roadside bomb that took Chris’s life. Soleimani was the Iranian Regime’s most ruthless butcher, a monster who murdered or wounded thousands of American service members in Iraq. As the world’s top terrorist, Soleimani orchestrated the deaths of countless men, women, and children. He directed the December assault on United States Forces in Iraq, and was actively planning new attacks. That is why, last month, at my direction, the United States Military executed a flawless precision strike that killed Soleimani and terminated his evil reign of terror forever.

Our message to the terrorists is clear: You will never escape American justice. If you attack our citizens, you forfeit your life!

In recent months, we have seen proud Iranians raise their voices against their oppressive rulers. The Iranian regime must abandon its pursuit of nuclear weapons, stop spreading terror, death, and destruction, and start working for the good of its own people. Because of our powerful sanctions, the Iranian economy is doing very poorly. We can help them make it very good in a short period of time, but perhaps they are too proud or too foolish to ask for that help. We are here. Let’s see which road they choose. It is totally up to them.

As we defend American lives, we are working to end America’s wars in the Middle East.

In Afghanistan, the determination and valor of our warfighters has allowed us to make tremendous progress, and peace talks are underway. I am not looking to kill hundreds of thousands of people in Afghanistan, many of them innocent. It is also not our function to serve other nations as a law enforcement agency. These are warfighters, the best in the world, and they either want to fight to win or not fight at all. We are working to finally end America’s longest war and bring our troops back home!

War places a heavy burden on our Nation’s extraordinary military families, especially spouses like Amy Williams from Fort Bragg, North Carolina, and her 2 children — 6-year-old Elliana and 3-year-old Rowan. Amy works full time, and volunteers countless hours helping other military families. For the past 7 months, she has done it all while her husband, Sergeant First Class Townsend Williams, is in Afghanistan on his fourth deployment to the Middle East. Amy’s kids have not seen their father’s face in many months. Amy, your family’s sacrifice makes it possible for all of our families to live in safety and peace — we thank you.

As the world bears witness tonight, America is a land of heroes. This is the place where greatness is born, where destinies are forged, and where legends come to life. This is the home of Thomas Edison and Teddy Roosevelt, of many great Generals, including Washington, Pershing, Patton, and MacArthur. And we are making it greater than ever before!

Washington, Jul 11 (PTI) The US lawmakers Wednesday passed a Bill aimed at lifting the current seven percent country-cap on issuing Green Cards, a development which would benefit thousands of highly-skilled Indian IT professionals.

A Green Card allows a person to live and work permanently in the US.

Passed by the US House of Representatives, the Bill, on being signed into law, would considerably reduce the agonising wait for talented professionals from countries like India seeking permanent work and residency permits in the United States.

Titled the Fairness of High-Skilled Immigrants Act, 2019 or HR 1044, the Bill was passed by the 435-member House by an overwhelming majority of 365-65 votes.

As per the present system, out of the total number of family-based immigrant visas to be given by the US in a particular year, the people of a country can be given a maximum of seven percent of such visas. The new Bill seeks to increase this seven percent per-country limit to 15 percent.

Similarly, it also seeks to eliminate the seven percent per-country cap on employment-based immigrant visas. Additionally, it removes an offset that reduced the number of visas for individuals from China.

The bill also establishes transition rules for employment-based visas from FY 2020-22 by reserving a percentage of EB-2 (workers with advanced degrees or exceptional ability), EB-3 (skilled and other workers) and EB-5 (investors) visas for individuals from other than the two countries that get the largest number of such visas.

As per another provision of the Bill, not more than 85 percent of the unreserved visas, would be allotted to immigrants from any single country.

Before it can be signed into law by the US president, the Bill, however, has to be passed by the Senate, wherein the Republicans enjoy a majority.

An identical bill sponsored by Senators Kamala Harris and Mike Lee are likely to be taken up soon. The Senate bill S386 currently has 34 co-sponsors.

Congressman John Curtis, speaking on the floor of the House, said the Bill will create a first-come, first-served system providing certainty to workers and families and enabling the US companies to flourish and compete in a global economy as they hire the brightest people to create products, services, and jobs, regardless of where they were born.

If President Donald Trump is serious about merit-based legal immigration, he should help usher this bill into law, said Congresswoman Zoe Lofgren.

The passage of the Bill was hailed by Indian professionals from across the US, particularly those from the Silicon Valley in California, Seattle area in Washington state, the Greater Washington DC area and the tri-state area of New York, New Jersey and Connecticut.

The Department of Homeland Security, however, has said it does not support the Bill.

This bill would do nothing to move the current employment-sponsored system toward a more merit-based system, said Joseph S Joh, Assistant Director and Senior Advisor in the Office of Legislative Affairs, Department of Homeland Security.

Top American IT companies welcomed the passage of the bill and urged the Senate to pass it at the earliest.

Today the US House passed the legislation to ensure people from all countries are treated alike in the Green Card process. This promotes a fair high-skilled immigration system that's good for the business and our economy, said Microsoft president Brad Smith.

This bill will help ensure those seeking permanent residency don't have to wait for extraordinary long periods, -- projected at 50 years or more for people from countries like India and China -- simply because of their country of origin, said FWD.US president Todd Schulte, hailing the passage of the FHSI Act.

FWD.US is an advocacy organization representing top Silicon Valley firms including Facebook, Google, Microsoft and DropBox.

Eliminating per-country' caps for employment-based Green Cards and raising caps for family-based green cards will make the system fairer for immigrant families and strengthen the United States' ability to recruit and retain top global talent by establishing a fair and predictable path to permanent legal status, he said.

Hindu American Foundation too welcomed the passage of the Bill.

It is now up to the Senate to ensure that fairness is delivered to high-skilled immigrants who have been stuck in a decades-long backlog waiting for their chance to become full-fledged contributors to the American economy. The time to act is now," said Jay Kansara of the Hindu American Foundation.

Washington, Nov 7 (AFP) Democrats seized control of the lower house of Congress in midterm elections Tuesday, dealing a stern rebuke to Donald Trump almost two years into his polarizing, rollercoaster presidency.

Fox and NBC television networks called the result in the US House of Representatives, while confirming expectations that Trump's Republicans will retain control of the Senate.

The result upends the balance of power in Washington, where Trump has enjoyed an easy ride from Republican dominance of both houses of Congress since his shock election in 2016.

Democrats will now be able to block legislation and light a fire under Trump's feet with investigations of his opaque finances and Russian interference in his 2016 election, and possibly push for impeachment.

The verdicts in the House and Senate were based on incomplete results as vote counting continued across the country and some states were still voting in a congressional election cast as an unofficial referendum on Trump.

Giddy predictions by Democrats of a so-called "blue wave" landslide in the House were still premature, even if a majority appeared guaranteed.

Trump was watching the results roll in from the White House, where he spent the day holed up with friends and family.

Americans voted enthusiastically, with long lines quickly forming at polling stations from New York to California and from Missouri to Georgia.

All 435 seats in the House of Representatives, 35 seats in the 100-member Senate and 36 governorships were up for grabs.

Democrats quickly made important gains in the House, but Republicans defended in crucial races, like incumbent Andy Barr of Kentucky, whose House seat had seemed at risk.

In the Senate, Republican Mike Braun snatched the seat from Democratic Senator Joe Donnelly, but corruption scandal-tainted Senator Bob Menendez saved his seat for the Democrats in New Jersey.

Pollsters, gun shy after getting their 2016 presidential prediction wrong, urged caution.

Trump had fought hard before polling day, crisscrossing the country to claim that Democrats would introduce socialism and making incendiary attacks on illegal immigration that opponents denounced as racist.

Even so, Democrats were highly confident, with Nancy Pelosi, the party's top leader in the House, saying "it's just a question of the size of the victory." Former vice president Joe Biden, often touted as a possible Democratic candidate to take on Trump in 2020, said he'd have been "dumbfounded" not to win the House.

Results were to continue trickling in through the night, with the last polls closing in Alaska at 0600 GMT Wednesday.

According to Michael McDonald of the US Elections Project, 38.4 million Americans cast their ballots early ahead of this election, compared with 27.4 million in the 2014 midterm.

And on the streets there was a palpable buzz all day.

"We have already seen huge turnout, people out and about knocking on doors, making sure everybody gets out there, but I think turnout will be very, very high," Democratic candidate Katie Porter, who is running in Irvine, California, against two-term Republican incumbent Mimi Walters, told AFP.

On the other side of the country, in Atlanta, Georgia, voters waited in line for nearly two hours to cast ballots, according to local media reports.

Trump himself noted the energy as he wrapped up a punishing schedule of rallies around the country that were intended to boost Republican candidates -- and his own brand heading towards reelection in 2020.

"The midterm elections used to be, like, boring," Trump told a crowd in Cleveland, Ohio, on Monday. "Now it's like the hottest thing."

Voting in Chicago, James Gerlock, 27, a Republican, said he wanted to see more of the soaring economic growth that Trump says is the fruit of his business-friendly policies.

"I am extremely happy with the economy," Gerlock said. "I just want to keep everything moving, because I'm loving it."

But Democrats have been fired up by anger at Trump's extraordinary attacks over the last few weeks against immigrants, claiming that his opponents seek to throw open the borders to "drug dealers, predators and bloodthirsty MS-13 killers."

Trump has sent soldiers to the Mexican border, threatened to have illegal immigrants shot if they throw stones, and vowed to restrict citizenship rights.

Beto O'Rourke, a charismatic Democrat who lost in a closely watched bid to dethrone Republican Senator Ted Cruz in Texas, told voters that Trump was wrong, describing his state as built from "immigrants, asylum seekers and refugees.

Washington, Nov 7 (PTI) India-born Pramila Jayapal, who made a mark with her progressive agenda in the Washington State Senate, is on the cusp of becoming the first South Asian and Indian-American woman to be elected to the US Congress.

A recent poll indicated that Jayapal had a commanding lead in double digits against Brady Pineto Walkinshaw, who she defeated in the primaries by a substantial margin.

Endorsed by Senator Bernie Sanders, the former Democratic presidential aspirant, 51-year-old Jayapal is running from the seventh Congressional District of Washington State that encompasses Seattle and its neighbourhood.

Pitted against her own party colleague, Walkinshaw, a State legislature, Jayapal would replace Congressman Jim McDermott in the US House of Representatives.

Like Kamala Harris, the two-term attorney general who is running for US Senate in California, Jayapal is likely to enter the US Congress in her maiden try.

"I'm running for Congress because now is the time for a bold progressive fighter," Jayapal had said when she launched her campaign in January this year.

She has been endorsed by as many as 21 sitting Congressman including Ami Bera, the only Indian-American in the current Congress, and every major women groups like NARAL, EMILY's List and Planned Parenthood, and major labour unions.

"A progressive champion and first generation America," EMILY's list described.

She has already announced that the first bill she would introduce in the Congress, if elected, would be for a tuition-free community college, gun violence protection, funding basic education, mental health and transportation.

In recognition of her community work among the immigrants, the White House had felicitated her with "Champion of Change" award in 2012.

Jayapal says her life transformed for the better after she spent some time in India when she returned to the country after a gap of 25 years in April 1995.

Her book-- "Pilgrimage to India: A Woman Revisits Her Homeland" was published in 2000.

Born in Chennai, she left India at the age of five for Indonesia, Singapore and eventually for the US.

Jayapal believes coming from an Asian and Indian background would bring a different perspective to the Congress.

"It is a different understanding that we bring. The underrepresentation is part and parcel that our communities of colour have not had the same opportunities," she told North West Asian Newsweekly in an interview.

Washington, Oct 24 (IANS) US Democratic presidential candidate Hillary Clinton has a 12-point lead over her rival Republican Donald Trump and has reached 50 per cent support nationally among likely voters, a new ABC News tracking poll shows.

The poll shows Clinton with 50 per cent support to Trump's 38 per cent, with 5 per cent backing Libertarian Gary Johnson and 2 per cent supporting the Green Party's Jill Stein, CNN reported.

The poll comes on the heels of the third presidential debate, which a post-debate CNN/ORC snap poll showed Clinton won.

The ABC News survey's results show Clinton with a 20-point advantage among women, and a three-point edge with men -- a group that has tilted toward Trump for most of the 2016 race.

Clinton leads among voters of all education levels -- but her three-point advantage with those without college degrees is smaller than her 20-point lead among voters with college degrees.

Trump's strongest group remains white, non-college educated voters, who back him 55 per cent to 36 per cent.

The ABC News poll was conducted October 20-22 and includes 874 likely voters. Its margin of error is plus or minus 3.5 percentage points.

Washington, June 9 (IANS) Democratic Party's presumptive presidential nominee Hillary Clinton said she would consider "the most qualified people" for the vice president's position -- which would include women.

Now that she has clinched the party's presidential nod, Clinton on Wednesday told CNN that she was turning her attention to selecting a running-mate ahead of the party's convention in Philadelphia on July 25.

"I'm looking at the most qualified people, and that includes women, of course, because I want to be sure that whoever I pick could be president immediately if something were to happen -- that's the most important qualification," Clinton said.

"I'm going to really begin to pay attention to that now that we've wrapped up the primary process," she said. "But it doesn't matter to me who the person is, as long as that person can really do the job that is required."

However, Clinton said she was not sure when she'll name a vice presidential choice.

In the interview, Clinton also said she plans to reach out to vanquished party rival Bernie Sanders' supporters. Their unified opposition to Republican Party's presumptive nominee Donald Trump will help bridge the party's divides, she said.

"Now we may have approached it somewhat differently, but our goals are the same. And contrast that with Donald Trump, who set up a fake university, Trump University, that committed fraud on people," Clinton said.

"As we reach out and we talk about what's at stake in this election," she said, adding "I really believe a lot of Senator Sanders' supporters will join us in making sure that Donald Trump doesn't get anywhere near the White House."

On Monday, Clinton clinched the Democratic Party's presidential nomination, becoming the first woman in America's 240-year history to be the presumptive nominee of a major US political party.

On Tuesday, the former first lady led the party primary in California with 56 per cent of the votes, according to results released after over 92 precincts partially reported on Wednesday morning.

Washington, June 5 (IANS) Desis in America are taking a short break from the Donald-Hillary-Bernie opera to celebrate the triumphant return of Narendra Modi for yet another tete-a-tete with his friend "Barack" and an address on Capitol Hill.

Busloads of them are rumoured to be headed to Washington to "spontaneously" greet the Indian Prime Minister when he lands here Monday or at Blair House, the presidential guest house across from the White House, where he would be staying.

It may not be anything like the rockstar welcome they gave him at the Madison Square Garden in the heart of Manhattan on his first visit in 2014 or the grand reception in Silicon Valley a year later, but as they say, "it's location, location, location" that matters.

While breaking bread with President Barack Obama at the White House is now par for the course for Modi making his fourth visit to the US in two years, a speech to the US Congress is something special.

For, it was a little known law on religious freedom passed by this august body that the previous Bush administration used to revoke his US visa in 2005 and make him one of the few people on the planet to be so barred from entering America.

Four other Indian Prime Ministers, starting with Rajiv Gandhi in July 1985 have addressed a joint sitting of the House and the Senate, but only Modi is getting a rare treat -- a lunch hosted by House Speaker Paul Ryan.

Not even Jawaharlal Nehru, India's first Prime Minister, got that honour when he came to the US on a Voyage of Discovery and addressed the House members on October 13, 1949 -- though in a different chamber with the US Capitol under renovation.

Republican chairs and top Democrats on the House and Senate foreign relations panels as also India caucuses too are hosting a reception where leading Indian-Americans would rub shoulders with Modi.

Indian envoy Arun K. Singh looks at the Modi visit, in the midst of a hot political campaign not as a farewell call on Obama, but as part of "consolidation and celebration" of a relationship that has since 2000 undergone a transformation under three presidents.

It will also, in a sense, launch into the next administration, but a meeting with any of the three warring presidential candidates - would-be Republican nominee Donald Trump, Democratic frontrunner Hillary Clinton or her pesky persistent rival Bernie sanders, who refuses to say die - is not on the cards.

Indian American groups, however, are reaching out to the campaigns of both "Dangerous Donald" who is "fit for the shrink" as Clinton suggests and "Crooked Hillary" who "has to go to jail" over her email scandal as the mogul asserts.

The desi crowd has been generally supportive of Democrats, but this time around, there are Indian-American groups for both Hillary and Trump and the two Indian origin Republican stars, Bobby Jindal and Nikki Haley have vowed to vote Trump "warts and all".

While the "unique reception" on the Capitol Hill is seen as a reflection of the bipartisan support to India-US relationship and Clinton is a fairly known quantity in New Delhi, The Donald's pronouncements have left many "rattled", as Obama believes.

No one knows for sure which one of his "Make America Great Again" hats would the mogul don in the White House - the angry red or friendly white -- that signalled his daily moods to his long-time butler.

With Trump "evolving" his stand on issues ranging from a temporary ban on the entry of Muslims to coveted H1B visas for skilled workers every day and sometimes by the hour, pundits are left scratching their heads over his foreign policy.

But, looking at how Modi has charmed his way into Obamaland in two short years, diplomats and desis alike are pretty confident that he would be equally welcome when he comes calling again - be it Clintondesh or Trumpistan!

Washington, June 4 (IANS) When it comes to experience, US Democratic front-runner Hillary Clinton has the advantage over Republican nominee Donald Trump, according to a newly released Gallup poll.

The May 18-22 poll comes at a time when the two candidates are starting to battle it out in a bid to clinch the White House in 2016, as they are shown in dead heat in an election that could go either way, Xinhua news agency reported.

More than six in 10 Americans say Clinton has the experience it takes to be president - twice as many as say this about Trump, at 31 percent.

In fact, experience is Clinton's greatest overall strength from among those tested in the poll, and it is Trump's single weakest attribute, Gallup found.

The poll also found that Clinton has a slight edge in views of the candidates' ability to manage the government effectively and whether they care about the needs of people, Gallup said.

But Trump has advantages of his own in Americans' eyes, such as his leadership and ability to confront special interests. Americans are just as likely to say Trump can get things done as to say this about Clinton, Gallup found.

Americans tend to see the two candidates as strong leaders, but ones lacking in honesty and morality, said Gallup.

More than half of American adults believe Clinton can get things done, at 56 percent, while about half say she would work well with both parties in Washington, at 51 percent, and that she is a strong and decisive leader, at 51 percent, Gallup found.

Americans believe Trump can get things done, at 58 percent, and they are more likely to view him than Clinton as a strong and decisive leader, at 60 percent -- the latter being the characteristic Trump scores highest on.

And most say Trump is capable of standing up to special interests, at 52 percent -- more so than for Clinton, at 44 percent, Gallup found.

The candidates are both viewed as lacking in honesty - only 32 percent say Clinton displays honesty and trustworthiness, her lowest score on any issue, but no worse than Trump's 33 percent on this dimension.

The two candidates also both score relatively poorly on having strong moral character, being able to bring about the changes needed in the US and caring about people's needs, Gallup found.

Washington, June 4 (IANS) The Los Angeles Times' editorial board has endorsed front-runner Hillary Clinton for the Democratic presidential nomination.

The board on Friday wrote that Clinton's knowledge of domestic and foreign affairs is superior to her opponent Bernie Sanders' and her policy platforms on healthcare and financial regulation “more realistic” than the Vermont senator’s, Politico reported.

The editorial noted Clinton’s “liabilities as a candidate” included “a penchant for secrecy and self-protection,” and criticised her decision to use a private email server as Secretary of State.

The board characterised Sanders' objectives as admirable but naive, comparing and contrasting his campaign and political vision with President Barack Obama's.

The board gave Sanders credit for pulling Clinton left on economic inequality and noted that they disagreed with the proposition that Sanders supporters should admit defeat and vote for Clinton in California.

“Voters should choose the candidate they consider best qualified,” the board wrote.

“This page has endorsed Clinton not because she is more likely to win the nomination but because she is vastly better prepared than Sanders for the presidency.”

The board had endorsed then Senator Obama over Clinton in 2008.
