It is with great pain I bring to your notice media reports about the proposed allotment of land in survey number 314 (old) of Kapulauppada near the ancient Thotlankonda Buddhist site near Visakhapatnam town.

This is being done to construct a VIP guest house by the state government. Media reports say that on 16th August 2020, Bhoomi puja was performed by officials.

There is considerable agitation among the people as this land forms part of the ancient Thotlankonda Buddhist site. The fact of the matter is that the entire survey number is rich in archaeological evidence relating to the Buddhist era of the 3rd century BC.

Sir, constructing anything in an area with spiritual significance is deeply disturbing. Further, it violates in full Article 49 of the Constitution of India, which states, “It shall be the obligation of the state to protect every monument or place or object of artistic and historic importance, declared by or under law made by Parliament to be of national importance, from spoliation, disfigurement, destruction, removal, disposal or export, as the case may be”.
Another fact is that Andhra Pradesh enacted in 1960 the AP Ancient and Historical Monuments, Archaeological Sites and Remains Act. Under this Act the state government has also notified this site through GO Number 627, dated 02-05-1978.

Further, this matter has come up in the Hon’ble AP High Court in Writ Petition Number 173/2016 and they directed the state government to ensure that no construction is taken up in survey number 314 (old).

The Supreme Court too in their order on 16-01-2012 in CA Number 2431/ 2006 specifically said that another 300 meters of buffer zones should also be protected, regulated, and prohibited from any construction. They directed the authorities not to violate the site.

It is given that the AP government officials are violating the Central laws, the state laws, the AP High Court, and the Supreme Court directions. Their actions are illegal and need to be stopped immediately.

I earnestly request you to please form a high-level committee to visit the site for necessary investigations and recommendations to ensure that the Thotlankonda Buddhist site is fully protected.

It is a well known open secret that Shri. KS. Jawahar Reddy doesn’t enjoy a clean reputation- talk to any senior IAS officer in AP or Telangana and this is the first thing they say about him. In fact, while in PWD and Panchayati Raj his wife Mrs.K.Padma Priya used to deal with various road contractors and collect upfront bribes in return for tender awards. He is known to have made crores then and he is a close confidant of Shri. Kiran Kumar Reddy and several Congress leaders. In fact Shri. Kiran Reddy is said to have warned him when the stench of his deal-making was about to hit CMO and he got moved out. He begged and pleaded with Shri. N.Chandrababu Naidu, for whom he has a soft corner, to make him EO, TTD and even offered to give some contribution to Honourable CM and TDP but Naidu did not budge. Word in Andhra Pradesh Secretariat now is that Shri. Jawahar Reddy is making a killing in the name of emergency procurement of masks, surgical gloves, etc in the name of coronavirus. Again Mrs.Padma Priya Reddy is involved and his doubtful integrity precedes him in AP.

But under pressure from Shri. Satish Chandra, IAS, Principal Secretary to CM, Mr.Naidu selected Shri. Anil Singhal a dynamic IAS officer and IAS topper. Ramana Deekshitulu, the Head of the Agama Shastris and he clashed publicly over the removal of crores of rupees and jewels from the temple through secret tunnels. The matter was quickly hushed up by Singhal and Deekshitulu and the truth never came out. Shri. Deekshitulu of late has been hobnobbing with Shri. Subramanyam Swamy and frequently pays secret visits to Shri. Mukesh Ambani, to help take over administration of the temple by amending the TTD Act.

Deekshitulu was removed from the temple by Mr. Singhal but he met Shri. Jagan on his Padayatra and secured a promise that if he came to power, his position as Chief Priest would be restored. Jagan kept his promise and restored Deeshitulu but brought his trusted family loyalist Shri. AV.Dharma Reddy, a mischievous IDES officer to keep an eye on him. Dharma Reddy is extremely well connected to all political parties including Congress, TDP and BJP, and uses his proximity to control the most important part of TTD, namely VIP Darshan. He controls all VIP Darshan, all land and estates on Tirumala and all procurement contracts running into crores of rupees. He is known to be by and large honest but power-hungry and mischievous. He met CM Jagan recently to get an extension for Shri. Anil Singhal for if Shri. Jawahar Reddy goes to Tirupati as EO, Dharma Reddy will be sidelined.No wonder both the Reddy’s, Jawahar and Dharma, for their own narrow vested interests do not want a clean outsider to come into TTD and they both combined forces to stop the appointment of Srivatsa Krishna, IAS, a Brahmin officer ex-AP cadre, with a clean no-nonsense reputation. CM will probably continue Singhal till the controversy dies down and post Shri. Jawahar Reddy or Shri. JSV.Prasad or Shri. A.Giridhar as EO, TTD. Giridhar enjoys an excellent honest reputation and took on Congress and TDP both over multiple wrongdoings but is in Central Service and may not come back. Shri. JSV Prasad is seen as ineffective.

Shri.Anil Singhal and Shri. Praveen Prakash, IAS, Principal Secretary to CM are extremely close but the rate at which Shri. Jagan and Shri. Praveen are making enemies in AP through their ill-thought-out 3 capital move, cancellation of approved legal contracts which they were repeatedly advised against, the million-dollar question is how long will they survive? After all Prime Minister Modi who demands probity from both his party and from his allies is watching and won’t take kindly to any part of India becoming a hot-bed of corruption as it did during Chandrababu Naidu’s time when millions were siphoned away.

Why is a young dynamic CM Jagan not allowed to govern? Why is he being misled by his closest advisors? Who is the Trojan horse and who will bell the cat?

YS Jagan Mohan Reddy joined with the hope of being a young dynamic CM who will set the state on the path to recovery to change the last 5 years of loot by Chandrababu Naidu and family. So much so they lost the trust of Prime Minister Narendra Modi. Consider the following:

1. The first action of Jagan on taking over as Chief Minister of AP was to cancel legally binding PPA contracts with various power/irrigation companies that could have been renegotiated if at all, instead of canceling them. The reputational risk to AP has been severe and something even Prime Ministers Office (PMO) and Ministry of Finance has taken adverse note of.
2. Then Shri. Jagan Reddy appointed Shri. Subhash Garg with Cabinet Rank to clean up finances, but he forgot Shri. Garg was unceremoniously dumped by Prime Minister Modi after a fallout with him and led to his VRS. What signal will Shri Jagan send to PM with this appointment? Then he appointed Shri. Ashwani Lohani, Retired Chairman Railway Board, who was fired by the Government of India from Air India, despite his best efforts to lobby, due to non-performance. Again what signal is Shri. Jagan sending?
3. Then Jagan Reddy met Honourable Prime Minister in person and asked in writing for an outstanding Harvard-educated IAS Officer, Dr. Srivatsa Krishna to be Executive Officer of TTD, to clean up the place and set it right after the shocking incidents reported during Shri. Naidu’s tenure.  His image in IAS circles shot up for he went beyond caste and community, and posted a known clean officer, a strict, no-nonsense tough straightforward officer, who could break old rooted caste rivalries being an outsider. He did this even though he had pressure to post Shri.KS.Jawahar Reddy, IAS, who does not enjoy a clean reputation, so bad that even Chandrababu Naidu kept him out of TTD. However, it is learned Shri. Jawahar Reddy, whose nomination for Central Service was canceled by Narendra Modi Government, on grounds of poor integrity, has made Jagan backtrack now. And is likely to be posted as EO, TTD.
4. The first time in TTD history Chairman, EO and JEO will be from anyone single community thereby upsetting the traditional structures there.  Also after writing a letter to Prime Minister then doing a U-turn shows Shri Jagan in a very poor light.    Even Mr.Naidu withstood norms pressure when he posted a North Indian officer to TTD, but Shri. Jagan could not show the same spine! If he can do this with the PM, then he can do it with any other person anytime. How will Prime Minister perceive him if he doesn’t keep his word to him? 
5. Some of the world’s topmost investors some from the Middle East are trying to meet CM to resolution on various issues pertaining to the ANRAK aluminum project, Rasal Khaima, etc but he has no time to meet them at all.  All this sends a very poor signal to investors. Along with the PPAs’ cancellation, the Jagan government had also terminated land allotted at Anantapur to sovereign wealth funds GIC Holdings Ltd and Abu Dhabi Investment Authority’s Greenko Group’s solar-wind hybrid projects sending very negative signals.
6. Jagan removed Shri. LV Subrahmanyam, an outstanding IAS officer as Chief Secretary after he pointed out procedural irregularities done by his own Principal Secretary Praveen Prakash and to further humiliate him, he had the latter issue unceremonious transfer orders of the former that shocked everyone. Several Court stays and judgments have been violated in forcing employees to move, all of which will come back to haunt him later.
7. IPS lobby is upset with Jagan due to arbitrary transfers and he has brought NRI non-official removing an honest officer like Shri.R.Balasubramanyam IPS who has left India in a huff to be away from the mess.

Jagan has not joined NDA and the million-dollar question is does he retain the Prime Minister’s trust now?

AP EC Ramesh Kumar has announced that the AP local body elections will be postponed for 6 weeks due to the ongoing threat of Coronavirus (COVID-19).

In a press meet just concluded EC Ramesh Kumar said after broad consultation and using his discriminatory powers as commissioner he has decided to postpone elections by 6 weeks. He stressed the point this is just a postponement but not cancellation.

He said since the elections are conducted using ballot which will take a longer time than EVMs, it is not advisable to have so many people gathered at the same place. So the commission has come to the conclusion of postponing the elections than risking the lives of so many people.

The new election dates will be announced after analyzing the situation in 6 weeks.

The search action included three prominent infrastructure groups based in Andhra Pradesh and Telangana. Investigations led to the busting of a major racket of cash generation through bogus sub-contractors, over-invoicing, and bogus billing. Several incriminating documents and loose papers were found and seized during the search, apart from emails, WhatsApp messages, and unexplained foreign transactions
unearthed during the search.

The search operation was also carried out on close associates including ex-personal secretary of a prominent person (assumed to be Ex-AP Chandrababu Naidu) and incriminating evidence seized.

The search operations revealed that Infrastructure companies had sub-contracted work to several non-existent/bogus entities. Preliminary estimates suggest a siphoning of more than Rs. 2000 crore through transactions that were layered through multiple entities with the last in the chain being small entities with turnover less than Rs. 2 crores to avoid maintenance of books of accounts and tax audits etc. Such entities were either not found at their registered address or were found to be shell entities. Several such sub-contractors were controlled by the principal contractors with all their

ITR filings and other compliances being done from the IP addresses of the main corporate office.

FDI receipts of several crores in the group companies of one of the Infrastructure companies are suspected to be round-tripping of its unaccounted funds.

Unexplained cash of Rs. 85 lakh and Jewellery worth Rs. 71 lakh have been seized. More than 25 bank lockers have been restrained.

TDP hit out on YSRCP alleging propaganda and clarified the raids on infrastructure groups across India has no party link, money seized from the former personal secretary of Chandrababu Naidu is 85 lakh which he will explain to IT department.

South Korean automobile giant Kia Motors' plant in Anantapur district of Andhra Pradesh.

South Korea's Kia Motors is denying the report by Reuters that it is discussing with the Indian state of Tamil Nadu the possibility of moving a $1.1 billion plant out of neighboring Andhra Pradesh only months after it fully opened.

As per the reporting of Hans India, Manohar Bhat, Head (Sales & Marketing), Kia Motors India said 'The news report shocked us. It is shocking to see such a report when our plant in Andhra Pradesh is doing extremely well. It is the worst formation of imagination and concoction'.

Earlier in the day even Rajath Bhargava, Special Chief Secretary, Industries, Investments & Commerce, Andhra Pradesh said "News report of Kia Motors shifting from Andhra Pradesh is not true. KIA and the state government are working together. We strongly condemn the news."

The official statement from the Kia company is still awaited. Reuters for their part is sticking to their story.

New Delhi, Feb 5 (SocialNews.XYZ) South Korea's Kia Motors is discussing with the Indian state of Tamil Nadu the possibility of moving a $1.1 billion plant out of neighboring Andhra Pradesh only months after it fully opened, due to policy changes last year, sources close to the talks told Reuters. Kia inaugurated the Andhra plant, it's first in the world's fifth-largest car market, in December after two years of construction. It has an annual capacity of some 300,000 units and created 12,000 direct and indirect jobs.

However, Kia is now in talks with the nearby state of Tamil Nadu, home to many major auto parts suppliers, about potentially relocating the plant, a senior state government official and a second source familiar with the discussions said. "(Kia) are facing problems (in Andhra Pradesh), they have been in preliminary negotiations with us ... There is a secretary-level meeting next week, we might have more clarity then," the official told Reuters on Wednesday.

Kia said in a statement it has a long-term commitment to the Indian market and it aims to utilize the full capacity of its Andhra plant "before considering further expansion". "We do not have any plans to shift the manufacturing facility from the current location," it said, without commenting on any policy concerns or talks with Tamil Nadu, which are at an early stage.

Kia is being represented in the talks by executives at its sister company Hyundai Motor Co, which is India's second-largest automaker and has all its car production facilities in Tamil Nadu, the state official added. Hyundai did not respond to a request for comment. The Tamil Nadu and Andhra Pradesh chief minister's offices did not respond to requests for comment.

Kia has been troubled by a new Andhra state law on local hiring and by the new state government wanting to review the incentives given out by the previous administration to encourage the company to set up the plant, the second source and a third person with knowledge of the discussions said. Moving the plant to Tamil Nadu could also help Kia in reducing logistics costs as it would bring it closer to some of its parts suppliers, the second source added.

It was not immediately clear how swiftly Kia could move production lines from a plant in one state to another, or what sort of disruption that would entail. The sources declined to be named as the talks are private.

STATE POLICY CHANGES

Kia started building the new plant in 2017 and formally inaugurated it in December when it said the 23 million square foot facility would manufacture vehicles like its Seltos SUV for both the Indian and overseas markets.

It said the facility would "become a vital part" of its global production network in the long term. But considering relocation within months of the inauguration highlights the challenges foreign investors face while dealing with policy changes at the federal or state level in India.

Kia was caught off guard in July after the new state government in Andhra mandated companies to reserve 75% of all jobs for locals from the state, making it much harder for the company to find suitable employees, two of the sources said. Kia has also been unnerved by the new state government's bid to review certain financial incentives - such as breaks on electricity tax and deferred land payments - given to the company by the previous administration, one of the sources said.

After taking control of Andhra in 2019, a new government has decided to review agreements signed with several companies, including from the renewable energy sector, sparking concerns among foreign investors around the sanctity of contracts in India. The Japanese ambassador to India, given Japanese companies interest in the region, told Andhra Pradesh not to renegotiate renewables contracts as it would hit business sentiment in the region, an Aug. 7 letter seen by Reuters showed.

Prime Minister Narendra Modi's federal government is separately working on a foreign investor protection law to safeguard against policy changes, Reuters has reported. "This is a problem for all companies including Kia ... the cost of moving the plant would be too high and would set the company back by about two years and they have made huge investments," said one of the sources aware of Kia's concerns.

Chandrababu Naidu went out of his way and sent a letter praising Amit Shah for putting Amravathi back on the Indian map. The irony is the map was removed from the Indian map due to a mistake by Amit Shah's office and was now rectified after TDP MP Galla Jaydev brought it up at zero hour debate in parliament.

Now it is mind-boggling to understand why Naidu has to go out his way and praise and thank Amit Shah and Modi for fixing a mistake they made in the first place. This appeasing act has led to comments on social media by some hardcore TDP followers. One of the tweets read "TDP is surrendering to BJP."

To make matters worse Naidu also tweeted praising Shah saying Shah is now endeared by Telugu people. Here Tweeted "Dear Sri @AmitShah Ji, truly appreciate your esteemed office’s quick redressal of the issue related to Amaravati not being mentioned on India’s map. You have endeared yourself to Telugu people by taking this step."

Looks like Chandrababu is back to his old bag of tricks and trying to crawl his away back into NDA. Only time will tell if he can succeed.

Agreed that all parties want to change most government office colors in accordance with their party. But removing the National Flag color just to appease their party bosses is a new low in democratic politics.

Amaravati, Aug 8 (IANS) Seltos, the first car manufactured for India by South Korean auto major Kia Motors, rolled out of its plant in Andhra Pradesh's Anantapur district on Thursday.

The world's eighth largest automaker rolled out the production version of the sports utility vehicle (SUV), which will be launched on August 22.

The company announced the commencement of mass production of Seltos after testing the vehicle over 20 lakh km in different climatic conditions and some of the most challenging terrains in India.

The first Kia Seltos was rolled off the assembly line by South Korea's ambassador to India, Shin Bong-kil, and Managing Director and Chief Executive Officer (CEO) at Kia Motors India, Kookhyun Shim.

"The roll-out of the first Seltos is an emotional moment for all of us, especially for the people at the plant as we worked together relentlessly to build the future of Kia Motors in India. The invaluable contribution made by the government of Andhra Pradesh has enabled us to achieve our target of manufacturing the Seltos in record time. The first Seltos is the symbol of our promise and commitment to the Indian market," said Kookhyun Shim.

"The Seltos will be BS-VI compliant right from its launch. It will be available in a highly efficient, brand new smart stream engine that will come in three variants: 1.5 Petrol, 1.5 Diesel and first in segment 1.4 Turbo Petrol, offering the perfect balance of performance and efficiency," the company said.

The Seltos will be launched on August 22 and bookings are being accepted across all Kia dealerships along with the Kia official website.

Since the commencement of pre-booking on July 16, Kia Seltos has already gathered 23,311 bookings.

The Seltos is available for test drives across all Kia dealerships.

Kia's manufacturing facility in Anantapur is spread over 536 acres and has an annual capacity of 300,000 vehicles. The plant will also be capable of producing hybrid and electric vehicles.

The plant in Anantapur is equipped with the most advanced global technologies such as robotics and artificial intelligence and is remarkably environment-friendly with capabilities like 100 per cent water recycling within the plant, the company said.

The plant also houses a five-acre training facility offering basic technical course (BTC) in automobiles for skill development to provide all skills necessary for an entry-level job on the factory floor.

The popular support for BJP, even after bringing in big names into the party by poaching the TDP and luring the Congressmen the party still has a long way to go if the membership statistics are any indication.

The response at best is lukewarm in Andhra Pradesh, while the membership campaign across the country is going great guns. During the last three weeks, only 1.42 lakh members have been enrolled in Andhra Pradesh. The people are questioning the party workers as to why they should take the membership of the party when approached. Issues like the special status to the state and the fund allocation to Polavaram and Amaravati are being raised by many.

The membership has not crossed 1000 mark in about 150 constituencies if the statistics are any indication. Party membership has crossed 10,000 mark only in six districts. As many as 35 lakh members were recruited into the party in the last membership drive. Party wanted the state unit to raise the numbers by 20 percent this time. An additional seven lakh people should be made members of the party according to this. But the membership has not crossed even two lakh till now.

Once again the central government has clarified its stand regarding issues related to special status to Andhra Pradesh. For the loss of revenue by the Andhra Pradesh State due to its bifurcation, for compensating the Andhra Pradesh government the center has clearly backtracked.

It said, no tax discount can be given to Andhra Pradesh in a categorical reply while stating that the special status was a closed chapter. While questioned by YSRCP MP YS Avinash Reddy, the central government replied that if Andhra Pradesh is exempted, then other states might raise objections over this. Union minister Nitin Gadkari said that any decision taken only for Andhra Pradesh might have nationwide repercussions.

It was made clear by this, that the central government in Norway would ah l come forward to support Andhra Pradesh by now. However, it said that incentives would be given to industries in AP if they come up with concrete proposals. Andhra Pradesh government’s financial situation is too weak as it is suffering from the acute budget deficit.

Jagan has battled always for the special category status for Andhra Pradesh. But as the central government is expressing its uncompromising stand towards special status, it is yet to see what Jagan might be doing to manage his resources.

There is also little resistance from the party leaders to his diktats at present, as he had brought the party to power single-handedly. Naidu told his party members, “They are sure to bounce back on Jagan. But because of his aggressive approach and overconfidence, he will not go slow but will take more such decisions. There have been reports that the IAS officers are already surprised over these hasty decisions.”

Lok Sabha member of TDP from Vijayawada, Kesineni wants himself to be suspended out from the party. To make this happen, he is trying every way possible. However, to achieve his goal, he has forgotten that there might be no use in hitting a dead snake like Nara Chandra Babu Naidu.

It is well known how hard is Kesineni Nani trying to get himself out of TDP to join BJP after TDP had lost against YSRCP in a humiliating manner in the 2019 assembly elections. It looks like Kesineni Nani instead of leaving the party by himself, wants the TDP Supremo to suspend him for his anti-party activities. It was evident through the posts of Kesineni in Twitter and Facebook where he was seen highly criticizing the TDP party members and the pathetic state of affairs in TDP.

However, after his defeat in assembly elections, CBN seems to have become a dead snake who can't even suspend a normal party activist at such stage. Suspension of a sitting MP is too far to be expected. In a recent incident, Kesineni had asked Naidu to control his pet dogs if he can't suspend him from the party. His intention to whom he had called pet dogs is not clearly known. However political analysts say that it was intended towards TDP MLC Buddha Venkanna.

The way the state assembly is taking place in AP has evoked mixed reactions. The way AP's Chief Minister and President of YSRCP had attacked with his words over opposition leader and former Chief Minister of AP, Nara Chandra Babu Naidu led to such reactions.

Some said that Jagan behaving such in order to defend his decisions has nothing wrong in it. While others said that while defending his decisions, Jagan had gone overboard and had given the wrong message to people. Some even said that such aggression and counter aggression are quite common in assembly.

A political analyst said, “The opposition party naturally questions the ruling party in the assembly and Jagan also had done the same when he was in the opposition. Moreover, when Jagan was making allegations against the TDP for its lapses during the previous regime, Naidu would have no option but to defend himself.” Another analyst said, “The YSRC has got a huge mandate and there is absolutely no threat from anybody.

Secondly, there are no elections now. So, he should behave in a more dignified manner compared to Naidu. The more Jagan remains cool, the more frustrating Naidu would become.” Some others opined that such situations might damage the image of Jagan and his party.

Opposition leader, Nara Chandrababu Naidu questioned the unilateral decision of YSRCP government which is headed by YS Jagan Mohan Reddy. This decision is regarding the agreement on diversion of Godavari waters to Krishna basin for the effective utilization of water.

Towards this, Nara Chandrababu Naidu seemed to have raised strong opposition that these plans were being made for the new irrigation project to help Telangana CM, KCR. According to Babu, the sharing of rivers is a sensitive issue on which decisions must not be taken hastily. Babu reminded that being an upper riparian state, Telangana could stop the release of water to AP any time.

He said, “We are already facing problems in Srisailam and Nagarjunasagar. Now on Godavari river, the Telangana had built Kaleshwaram. If water was impounded at Kaleshwaram and lifted to Telangana districts, there will be no river downstream.” He added, “Under any circumstances, the interests of Andhra Pradesh should be protected.”

Let’s forget CBN as the leader of the opposition for a second and these logics would be crucial as time goes by. Moreover, it seems Jagan doesn’t have a proper answer to the doubts raised by Naidu and the proper management of this Godavari issue will define the capability of the Jagan.

This directly hit the TDP leader. With such comments regarding Atchennaidu by Jagan Mohan Reddy, the YSRCP Ministers and MLAs couldn't stop laughing in the assembly. Jagan further added, "When the leader of the house is talking, I don't know why they are continuously interrupting. Is there another U-turn loading in the political career of former chief minister of AP, Nara Chandrababu Naidu? In a recent interview, former Tadipatri MLA, JC Diwakar Reddy had announced that TDP will once again have an alliance with BJP.

"Modi wishes to make India become a country with a $5 trillion economy. Chandrababu Naidu is a visionary leader and PM needs his support to achieve such targets and moreover like-minded people should work together", he said.

He added, "Nothing is permanent in politics...there are no permanent friends/enemies. In the past, People used to ask often 'Cheemu, Nethuru Unda Neeku'. In the present times, have we been hearing such things? Because such is the society. Politician wants his chair at any cost, even if his wife elopes with somebody" when asked if people would be accepting this.

Such statements made by JC stand as hints regarding the meetings that were taking place between TDP members and BJP leaders. Even after four of his MPs defected from TDP to BJP, Naidu did not target BJP and Modi in his speeches. This shows that even Babu might be feeling the same when it comes to forming an alliance with BJP once again. Even if TDP tries to patch up with BJP to retain its existence in AP politics, one might not get surprised.
