Gandhinagar, Sep 21 (SocialNews.XYZ) The Gujarat government has introduced an annual award scheme to recognise outstanding performance by officials involved in citizen-facing administration at the district and taluka levels, with Class-1 officers eligible for a cash award of Rs 31,000 and Class-2 officers for Rs 21,000.
The ‘Atal Good Governance Award’ Scheme, introduced through a General Administration Department (GAD) resolution, will be implemented from the 2025-26 financial year and continue in subsequent years.
The annual performance assessment will cover April 1 to March 31. The scheme covers officials from seven departments directly connected with public service delivery.
They include Chief District Health Officers from the Health and Family Welfare Department; District Education Officers and District Primary Education Officers from the Education Department; Executive Engineers from the Roads and Buildings Department; District Supply Officers from the Food, Civil Supplies and Consumer Affairs Department; District Sports Officers from the Sports, Youth and Cultural Activities Department; Taluka Development Officers from the Panchayats, Rural Housing and Rural Development Department; and Mamlatdars from the Revenue Department.
Class-1 officials covered under the scheme will receive Rs 31,000, while Class-2 officials will receive Rs 21,000.
Selected officials will also receive a ‘Certificate of Excellence - Atal Good Governance Award’ recognising their contribution to public service and citizen-centric administration.
Selection will be based on prescribed performance criteria and evaluation parameters, not routine performance alone.
Separate departmental committees will assess officials covered under the first five categories.
The Secretary of the respective department will head these committees and include the concerned Head of Department and an Additional Secretary, Joint Secretary or Deputy Secretary from the relevant establishment.
For Taluka Development Officers and Mamlatdars, district-level committees headed by the District Collector will also assess performance.
The committees will include the District Development Officer, District Superintendent of Police and Resident Deputy Collector. Separate departmental-level arrangements have also been prescribed to assess TDOs and Mamlatdars.
The Additional Chief Secretary, Principal Secretary or Secretary of the Panchayat Department will head the committee for Panchayat-related performance. In contrast, the corresponding senior official of the Revenue Department will head the committee for Mamlatdars.
After evaluation, officials will be ranked from first to third according to the prescribed performance parameters, and outstanding performers will be selected for the awards.
The departments have been directed to complete the evaluation process by November 30 every year and send the names of selected officials, along with their award certificates and cheques, to the Vasutapar-2 branch of the General Administration Department by December 10.
The awards will be presented during the Good Governance Day programme on December 25, the birth anniversary of former Prime Minister Atal Bihari Vajpayee.
The scheme forms part of the state's initiatives undertaken during the year-long celebrations marking Vajpayee's 100th birth anniversary, which began on December 25, 2024.
The respective departments will meet the expenditure for the awards from the budget provision under ‘0500 - Awards’. The government has also advised awardees to use the prize money before the cheque's validity expires.
The scheme establishes an annual process to identify and formally recognise officials working directly with citizens across health, education, infrastructure, food and civil supplies, sports, rural development and revenue administration.
