Kolkata, Sep 1 (SocialNews.XYZ) The system of imposing financial penalty on people residing in urban areas in West Bengal to prevent them from spitting, littering and public urination has been introduced from Tuesday.
The state municipal affairs & urban development minister, Agnimitra Paul, had already claimed that since extensive prior awareness drives in the urban areas have already been conducted in the matter, there would not be any extension of the deadline in the matter.
And as per her announcement, the system had come into force from 6 a.m. on Tuesday.
The state government has already taken steps to keep West Bengal free of garbage and clean. Paul, herself, had repeatedly given the message of keeping the city clean. She, herself, had hit the streets a number of times to raise awareness among the people.
Sometimes she had been seen cleaning the streets with a broom and sometimes she was seen distributing dustbins. “The message of awareness has been conveyed throughout July and August, with the minister herself leading the drive being in the forefront. However, from September, anyone who would resort to spitting, littering and urinating in public will be fined,” said an officer from the state municipal affairs & urban development department.
All the municipal corporations, municipalities and notified areas have come under the purview of this new regulation from Tuesday. All the district magistrates had been sent notifications on this count to ensure strict adherence of the new regulation.
The catchline of the new regulation is — 'Do not litter. Do not spit in public places, streets, hospitals, etc. Keep Bengal clean.' The state administration has informed that there will be a close watch on roads, sewers, water bodies, markets, hospitals, educational institutions, religious places and government buildings.
The fine for spitting in public had been fixed at Rs 100, and in case of public urination the rate is Rs 200. The rate of littering and carrying banned plastic carriers is also Rs 200. However, no cash fines will be there in the system and the penalty payments should be made only in digital mode.
The state is also strictly enforcing a ban on single-use plastic items under 120 microns for both sellers and buyers. Shop owners have been barred from piling up garbage outside their shops on public roads.
