Mumbai, Aug 5 (SocialNews.XYZ) Amid growing healthcare disruptions across the state, the Maharashtra Medical Education and Drugs Department (MEDD) on Wednesday appealed to the Maharashtra Association of Resident Doctors (MARD) to immediately call off their ongoing strike.
The strike, which commenced on Wednesday, was triggered by concerns over the conditional registration of Certificate Course in Modern Pharmacology (CCMP)-qualified BHMS (homoeopathic) practitioners with the Maharashtra Medical Council (MMC).
In an official letter addressed to MARD President Atharva Shinde, MEDD Secretary Dheeraj Kumar outlined key assurances to address the doctors’ grievances while highlighting the severe impact of the agitation on patient care.
The government clarified that conditional registration of CCMP-qualified homoeopaths by the MMC is not a policy preference of the state government. It is being conducted in a separate register solely to comply with judicial orders in pending court proceedings, following the opinion of the Advocate General.
Following a meeting held on July 28, 2026, with the Minister for Medical Education, a Government Resolution (GR) was issued on August 3, 2026, constituting a committee to formulate SOPs regarding ethics and limitations on the scope of practice.
The Secretary provided an explicit assurance that conditional registration remains strictly subject to final court rulings. At no point will parity, equity or any benefit associated with MBBS graduates be extended to CCMP-qualified candidates.
The government unequivocally assured that there will be no dilution or mixing of different systems of medicine, and full standards of modern medicine will be strictly maintained.
Emphasising the vital role of resident doctors in tertiary medical colleges, the administration noted that the strike severely hampers critical healthcare services where timely specialised treatment is crucial.
The letter also referenced PIL 77/2025, reminding MARD of its solemn undertaking before the High Court not to jeopardise patient care services, urging the association to adopt peaceful, alternative means of protest that do not put patients at risk.
The Secretary’s letter comes especially after Central MARD Maharashtra today announced plans to intensify the agitation from Thursday, saying that despite repeated representations, multiple rounds of discussions and every sincere effort by Resident Doctors to resolve their long-pending issues through dialogue, no concrete decision has been communicated by the government.
Consequently, Central MARD Maharashtra has formally informed the Chief Minister regarding the escalation of the ongoing statewide democratic agitation with effect from 12:00 midnight (August 6, 2026).
From August 6, 2026, Resident Doctors (MD/MS/DNB) across Government Medical Colleges and Hospitals under the Medical Education and Public Health Departments will withdraw all routine clinical, academic and non-life-saving emergency services until further notice. The services that will remain suspended include routine OPD services, routine IPD services and ward rounds, elective surgeries, elective procedures, academic activities, central laboratory services and fever OPD.
The Central MARD, in a letter addressed to the Chief Minister, clarified that patient safety remains its highest priority. Emergency medical services will continue uninterrupted, including Casualty and Emergency services, Trauma care, Intensive Care Units (ICUs), Labour Rooms, Emergency surgeries and life-saving procedures, Emergency Laboratory (E-Lab), Blood Bank and all other critical emergency services. Any patient requiring immediate life-saving intervention, as determined by the treating Resident Doctor, will not be denied care.
Central MARD expressed regret over the inconvenience this escalation may cause to the public, stating that the situation has arisen solely because repeated representations, prior notices and constructive dialogue have failed to secure a meaningful response from the government.
Even during this intensified agitation, no patient requiring life-saving treatment will be denied emergency medical care.
Central MARD once again urged the Government of Maharashtra to take an immediate, concrete and satisfactory decision on the long-pending demands of Resident Doctors so that normal healthcare services can be restored at the earliest.
