Patna, July 21 (SocialNews.XYZ) The Bihar Legislative Assembly witnessed heated scenes on Tuesday after opposition members protested the government's proposed framework for tax collection in rural areas.
The controversy erupted when the Speaker disallowed a demand for discussion on the issue, prompting slogan-shouting and protests from opposition legislators.
Raising the issue in the House, CPI(ML) MLA Sandeep Saurabh from Paliganj questioned the Cabinet's approval of the Gram Panchayat Tax Rate and Fee Rules, 2026, which provide a framework for Gram Panchayats to levy certain local taxes and user charges.
According to the MLA, the new rules could enable the collection of taxes and fees on various rural properties and establishments, including residential houses, shops and commercial establishments, petrol pumps, marriage halls, brick kilns, and other taxable properties.
The rules also provide for the collection of user charges for services such as sanitation and water supply.
Sandeep Saurabh argued that rural residents are already facing rising inflation, unemployment, and agricultural challenges.
He questioned the timing of introducing new taxes and fees, contending that many villages still lack adequate public services.
He maintained that before imposing additional financial obligations, the government should focus on improving essential facilities such as education, healthcare, and basic infrastructure.
The CPI(ML) legislator demanded an immediate discussion on the issue and urged the government to reconsider the proposed taxation measures.
The Speaker did not admit the adjournment motion seeking a debate on the issue.
This led to strong protests from opposition members, who raised slogans and created an uproar inside the Assembly.
Despite repeated appeals from Speaker Prem Kumar to maintain order, opposition legislators continued their protest while House proceedings went on.
Addressing the protesting members, the Speaker said, “We gave you the opportunity to present your views. You read out your points, and the government has heard them. Although the motion was not admitted, you were allowed to place your concerns before the House.”
The debate follows the Bihar Cabinet's recent approval of the Gram Panchayat Tax Rate and Fee Rules, 2026, which establish the legal framework under which Panchayats may levy local taxes and collect fees for specified civic services.
