
Chennai, June 22 (SocialNews.XYZ) The Madras High Court on Monday sought a comprehensive report from the Tamil Nadu and Puducherry governments on the implementation of Supreme Court directions aimed at tackling the growing stray dog menace and safeguarding citizens from dog attacks.
A Division Bench comprising Chief Justice S.A. Dharmadhikari and Justice G. Arul Murugan directed the authorities to place on record the measures taken to remove stray dogs from public spaces.
The Bench stressed that schools, colleges, hospitals and other critical institutions should receive immediate attention while enforcing the apex court’s orders.
The court issued the direction while hearing a suo motu case initiated following a Supreme Court order requiring High Courts to oversee compliance with stray dog management measures.
The judges also ordered departments in both administrations to submit detailed progress reports on what has been made so far.
The intervention follows the Supreme Court’s May 19, 2026, order directing all High Courts to register suo motu writ petitions to monitor compliance with instructions regarding the removal of stray dogs from public places, including schools, colleges, hospitals, bus stands and railway stations.
The apex court had warned that contempt proceedings could be initiated against officials failing to implement its orders.
The Supreme Court had also instructed States and Union Territories to strengthen infrastructure for sterilisation and anti-rabies vaccination programmes in a time-bound manner, mandating at least one fully functional Animal Birth Control (ABC) centre in every district. Governments were also directed to ensure adequate availability of anti-rabies vaccines and immunoglobulin in government healthcare facilities.
Acting on the apex court’s order, the Madras High Court registered a suo motu case to monitor implementation in Tamil Nadu and Puducherry. Notices were issued to senior officials, including the Chief Secretaries and secretaries of animal husbandry, health, municipal administration and water supply departments.
The court has directed them to file reports before the next hearing, which has been adjourned to July 21.
