Bengal: WBHC orders probe into incidents of accused being paraded in humiliating manner

Kolkata, June 20 (SocialNews.XYZ) The West Bengal Human Rights Commission has ordered an inquiry into a complaint filed by Association for Protection of Democratic Rights (APDR) joint President Ranjit Sur over allegations that officers of Golabari, Shibpur and Sankrail police stations made accused persons march in public wearing only innerwear, with ropes tied around their waists. Officials aware of the development said this on Saturday.

The complaint, filed on May 26, referred to a newspaper report alleging the incident. After reviewing the complaint, the Commission found a prima facie case and admitted the petition.

 

The Commission noted that a similar complaint had already been entertained on June 2 and directed that Ranjit Sur’s complaint be tagged with that matter.

It directed its investigation wing, headed by Superintendent of Police Pinaki Ranjan Das, to conduct an investigation in the same manner as ordered in the earlier case and submit a preliminary report. The state has also been directed to extend assistance.

According to officials, notices under Regulation 16 have been issued to Ranjit Sur, the Superintendent of Police of the Howrah Rural Police District, and to the officers-in-charge of Golabari, Shibpur, and Sankrail police stations under the Howrah Police Commissionerate.

The police authorities have been asked to assist the Commission’s investigation team in conducting the enquiry and filing the report. The matter has been listed before the same Bench on June 23.

On June 5, a division vacation bench of the Calcutta High Court sought a detailed report from the West Bengal Police on complaints regarding accused persons being paraded on the streets with ropes around their waists after being arrested.

A petition was filed in the Calcutta High Court after reports of a couple of such incidents went viral on social media.

The matter came up for hearing before the division vacation bench of Justice Jay Sengupta and Justice Smita Das De. At the end of the hearing, the Bench sought a report from the state police within three weeks.

The next hearing in the matter is scheduled for four weeks from now.
