On the second day of his visit to Singapore, the Chief Minister participated in the ‘World Cities Summit’ Leadership Plenary-2 and spoke on the topic, Can Smart Cities Love Humans?
Naidu said he always believed that cities must be built around people and their aspirations. He spoke about how vision, planning and the right ecosystem can create opportunities for millions.
He explained that Amaravati is being developed on these principles, with a focus on livability, sustainability and opportunity, ensuring that growth translates into a better quality of life for every citizen.
The Chief Minister stated that Amaravati is being developed into a ‘Knowledge City’ and that national and international educational institutions are setting up campuses there. Features such as a quantum computing hub and digital infrastructure would make Amaravati unique, he added.
He emphasised that Amaravati is being constructed as a ‘People’s Capital’ and a world-class city, characterised by equity, harmony with nature, abundant opportunities and high livability.
Naidu noted that the city is taking shape along a 21-kilometre stretch of the Krishna River as a waterfront city and will feature impressive infrastructure, including inner and outer ring roads and iconic bridges.
He added that Amaravati is being built around various themes, including sports, finance, knowledge, justice, tourism, health and media. The capital city will also feature cycling and walking tracks, a greenfield airport, underground utilities, green energy and a 'net-zero' goal.
He explained that, in a move unprecedented globally, farmers handed over 35,000 acres of land for the capital's construction. This land is being developed, and a portion will be returned to the farmers as developed plots.
Recalling his foresight about IT 25 years ago, Naidu said that by securing a 'first-mover advantage' back then, Telugu people today lead in per capita income. He mentioned that the focus is now shifting towards Artificial Intelligence (AI).
He pointed out that Cyberabad, which he developed in the past, has now become a primary source of revenue for Telangana. The value of land in Cyberabad rose from Rs 2 lakh per acre to Rs 200 crore per acre, he said, adding that Cyberabad stands as a testament to the fact that development enables wealth creation.
Naidu remarked that the bifurcation of the State gave him the opportunity to build a new city once again.
Later, addressing the CII Partnership Summit Roadshow, he invited Singapore businessmen to make Andhra Pradesh their preferred investment destination, highlighting the State's investor-friendly policies, abundant resources and world-class infrastructure.
The Chief Minister described Andhra Pradesh as a model State for investment and economic growth. He noted Andhra Pradesh enjoys a long-standing and productive relationship with Singapore.
He recalled Singapore’s contribution to the development of Hyderabad during the undivided Andhra Pradesh era and its pivotal role in preparing the master plan for Amaravati after State bifurcation.
“Singapore has designed a remarkable blue-green capital city plan for Amaravati. We continue to work closely with Singapore on urban development and infrastructure initiatives. Andhra Pradesh is one of the best destinations for investment, and I invite Singaporean entrepreneurs to make Amaravati and Andhra Pradesh their second home,” he said.
Naidu emphasised that Andhra Pradesh has institutionalised the “Speed of Doing Business” model that ensures rapid approvals, efficient administration and seamless project execution.
He cited the example of global steel giant ArcelorMittal, which received approvals in record time and is expected to commence production and exports from Andhra Pradesh by 2028. He also announced that a Google Cloud AI Data Hub is being established in the State and will be powered by green energy.
According to the Chief Minister, nearly 10 GW of data centre capacity is being developed by various companies in Andhra Pradesh. He also highlighted the proposed Operational Skill University to create industry-ready talent. He added that the government is increasingly relying on data-driven governance and technology-enabled decision-making to improve citizen services and economic outcomes.
