"What we're doing here today is real. It's vivid. It's relevant. The action we take today is a step designed to make our nation the kind of nation we should be. It's about the most fundamental of things: the lives of our children and our loved ones. We face literally a moral choice in this country, moral choice of profound real world, real world implications. Will we take wise steps, the will of responsibility to protect the innocent and while keeping faith with the constitutional rights? Will we match thoughts and prayers with action? I say yes, and that's what we're doing here today. Today is many things. The truth is, despite the naysayers, we can make meaningful progress on dealing with gun violence."

"Because make no mistake about it, this legislation is real progress, but more has to be done. The provision of this new legislation is going to save lives and is proof that today's politics we can come together on a bipartisan basis to get the, basis to get important things done, even on an issue as tough as guns."

"Now we can't just stand by. We can't let it happen any longer. With rights come responsibilities. Yes, there there's a right to bear arms. But we also have a right to live freely without fear for our lives. In a grocery store, in a classroom, in a playground, at a house of worship and a store and a workplace, a nightclub, a festival, in our neighborhoods and our streets. The right to bear arms is not an absolute right that dominates all others. Part of the price for living in a community with others is being neighbors and being fellow citizens is that we obey the laws and customs that ensure what the framers call domestic tranquility. That's what civilization is. That's what we have been at our best. That's what America must always be, a place where we preserve the rights but fulfill our responsibilities."
STORYLINE:
President Joe Biden welcomed a crowd to the White House lawn Monday to showcase a new law meant to reduce gun violence, saying the measure represents "real progress" after years of inaction. But he also acknowledged that more has to be done in a country "awash in weapons of war" as the 16-day-old law already has been overshadowed by yet another horrific mass shooting.
The bill, passed after recent gun rampages in Buffalo, New York, and Uvalde, Texas, incrementally toughens requirements for young people to buy guns, denies firearms to more domestic abusers, and helps local authorities temporarily take weapons from people judged to be dangerous.
But the "celebration" Monday morning came a week after a gunman in Highland Park, Illinois, killed seven people at an Independence Day parade, a stark reminder of the limitations of the new law in addressing the American phenomenon of mass gun violence. And it comes as Democratic governors have taken up the mantle of offering outrage in the face of gun violence.
"Because of your work, your advocacy, your courage, lives will be saved today and tomorrow because of this," Biden said.
"We can't just stand by," Biden said. "We can't let it happen any longer. With rights come responsibilities."
