New Delhi, Dec 17 (SocialNews.XYZ) After reviewing the restrictions imposed on opening of schools, colleges and educational institutions in Delhi-NCR, the Commission for Air Quality Management in NCR and Adjoining Areas (CAQM) on Friday directed all the state governments to follow a phased re-opening approach for them.
The state governments have been advised to take immediate decision for resumption of physical classes in schools (Class 6 onwards), colleges, educational institutions, skill development and training institutes, other training institutes and libraries, a statement from CAQM said.
The Commission also directed the state governments to take the decision for resumption of physical classes, for students up to Class 5, from December 27, duly considering the Air Quality Index (AQI) and the winter vacation schedule.
It had earlier informed the Supreme Court that a decision on re-opening of schools, colleges and educational institutions, will be taken by December 17.
The Commission had directed on November 16 that "all public and private schools colleges and educational institutions shall remain closed until further orders allowing only online mode of education".
In its direction on November 25, it had decided that "the NCR States and GNCT of Delhi may take appropriate decisions for resumption of physical classes in schools, colleges and educational institutions in the NCR. However, wherever the state governments/GNCTD opt to continue with online mode of education, such schools/ colleges /educational institutions shall be permitted to open for the purpose of conduct of examination and practical etc".
Subsequently, the Commission, its direction on December 2, had said that "all schools, colleges and educational institutions in the NCR shall remain closed, allowing only online mode of education, except for the purpose of conduct of examinations and laboratory practical etc".
Explaining the reasons for the decision, the CAQM statement said that a large number of representations were received by it arguing the compelling necessity to open schools and educational institutions with immediate effect. Following the Supreme Court's directions, the Commission examined the requests of various organisations regarding relaxations on restrictions, and considering these and the improvement of Delhi's AQI from "Severe" to "Very Poor" category, allowed re-opening of educational institutions in a phased manner.
